The first class of the Municipal Force will take the training course with a workload of 440 hours - Beth Santos/City of Rio Rio de Janeiro City Hall inaugurated, this Tuesday (2/9), the Training Academy for agents of the Elite Division of the Municipal Guard (GM-Rio) – Municipal Force, in Irajá, within the headquarters of the Federal Highway Police (PRF), in the North Zone. Equipped with practical and theoretical training spaces, the unit was designed for the training and continuous improvement of students selected for the training course, a mandatory step for entry into the Elite Division of GM-Rio.
The academy's official opening also marked the induction of the course's first class of students, consisting of 282 municipal guards. The ceremony brought together Mayor Eduardo Paes, Minister of Justice and Public Security Ricardo Lewandowski, Deputy Mayor Eduardo Cavaliere, and Director-General of the Municipal Force Brenno Carnevale, as well as political authorities and representatives of public security institutions nationwide.
"I have always advocated for the creation of a well-trained, well-equipped, well-paid, and armed elite division to support the state's role in public safety. Focusing on areas with the highest incidence of robberies and thefts, the Municipal Force's operating model was reviewed, revised, and created based on the accumulated experience of the last decade, incorporating the most advanced technology available. Over the coming months, you will undergo the most rigorous process of training a municipal force in the country. There will be strict disciplinary procedures and constant evaluation. In the classroom, you will be instructed daily in the non-negotiable principle of this force: respect and protection for honest, hard-working citizens, good people who want their right to come and go assured," stated Eduardo Paes.

The Academy, built by the City Hall, spans 3.600 square meters and features 12 classrooms, five dojos, locker rooms, cafeterias, and a state-of-the-art shooting range. The goal is to train students who, upon completion and approval, will work exclusively to combat crimes such as robberies and thefts in areas with the highest incidence of these types of crimes.
"Today is a very happy and auspicious day for the Brazilian community. We are proving, once again, the importance and effectiveness of integrating all police forces, at all three levels of government, for an efficient, prompt, and successful fight against common and organized crime. We are establishing a new training model for municipal guards. We are bringing the expertise and experience of the Federal Highway Police (PRF) and the National Secretariat of Public Security to the training of students," said the Minister of Justice.
The 440-hour training course will be taught by instructors from the National Secretariat of Public Security (Senasp) and the Federal Highway Police (PRF). It will cover topics ranging from weapons, ammunition, and shooting; police approach and defense techniques; crisis management; and body camera training. The training will also include additional modules offered by the City of Rio in partnership with the Leme Institute. The first class graduates in the first week of November.
"Today is a very special day for the city of Rio de Janeiro. We are inaugurating the Municipal Force academy and starting the police training course. A Supreme Court ruling has legitimized the right of municipal guards to perform police duties. We will train our students and provide the population with a well-trained, equipped, and well-paid team so that these officers can respond to a very specific and important problem in people's lives: the increase in theft and robbery," declared Brenno Carnevale, general director of the Elite Division of the Municipal Guard (Municipal Force).
RioLuz completed an exclusive lighting modernization project at the GM-Rio Elite Division Academy – Municipal Force, ensuring greater efficiency, safety, and durability for the facility's infrastructure. Twenty-five new poles and 25 LED luminaires were installed, ensuring greater lighting power and quality. 74 meters of new cabling were also installed, along with 2.872 meters of ducts to protect the electrical grid.

About the GM-Rio Elite Division – Municipal Force
The Elite Division of the Rio de Janeiro Municipal Police Force is a specialized group focused on combating urban crimes, especially robberies and thefts, through preventive and overt action in high-traffic areas of the city, such as public roads, squares, and public transportation stations. Its actions are based on scientific data and evidence, and interventions will be strategic in areas with the highest crime rates, tailored to the characteristics of each region.
The management model will be based on Compstat, a data-driven police management system developed by the New York Police Department. The mayor will meet regularly with the leadership of the Elite Division of the Municipal Guard (Municipal Force) and with city managers to discuss priority issues based on data reports and define control strategies.
Agents will not respond to incidents via 190 or 1746, will not carry out police operations aimed at combating organized crime, nor criminal investigations, nor will they carry out public order inspections or control crowds or disturbances.
