Transition Cabinet announces economic team for the next Rio City Hall administration

Photo: Marcos de Paula/City of Rio Rio Mayor Eduardo Paes and Vice Mayor-elect Eduardo Cavaliere presented the names of the economic managers for the next City Hall administration on Thursday (12/12). Maria Silvia Bastos Marques will head the new Secretariat of Strategic Projects, Osmar Lima was chosen for the Secretariat of Economic Development and the presidency of Invest.Rio will be held by Sidney Levy.
– We are looking and working to ensure that Rio can resume its path of growth and development. To ensure that the city once again occupies the place it deserves to have. This is a dream team for the shock of capitalism that Rio needs. We are the second largest economy in the country. We have a very strong economic activity, we have Petrobras, Vale, a strong financial sector, and we want this to be the logic and tone of Rio over the next four years. We are presenting here a team that was handpicked, with great care. So that people and investors can once again believe in the city. This team will work together to build a shock of capitalism, seeking the participation of private actors – stated Mayor Eduardo Paes.
The Strategic Projects Secretariat will be responsible for dialoguing with the federative entities involved in the city's strategic projects, in addition to monitoring all the main infrastructure actions being implemented. The Economic Development Secretariat will include the Companhia Carioca de Parcerias e Investimentos (CCPar) in its organizational chart and will be tasked with managing several important initiatives for the city, such as the requalification of the Sambadrome region, with the demolition of the 31 de Março Viaduct. Meanwhile, Invest.Rio will be the city's investment promotion and attraction agency. It will work to connect companies, investors and initiatives to the economic ecosystem, improving Rio's image.
– We are announcing here to the economic actors, to the market, that the time for change has come. Rio brings security and confidence. We have a highly qualified and competent team that will bring much joy, companies and jobs – Paes emphasized.
The new department of the next administration, the Secretariat of Major Projects, will be headed by Maria Silvia Bastos Marques. She has a degree in Public Administration and a master's and doctorate in Economics from the Getúlio Vargas Foundation of Rio de Janeiro (FGV/RJ). She was a professor in the economics department at PUC-Rio and a researcher at the Brazilian Institute of Economics at FGV/RJ. She was president of the Municipal Olympic Company of Rio de Janeiro, president of the National Bank for Economic and Social Development (BNDES), municipal secretary of Finance of Rio and president of the Companhia Siderúrgica Nacional (CSN) and the Icatu Seguros Group. She was a member of the boards of directors of Petrobras, Companhia Vale do Rio Doce, Anglo American PLC, Embratel, Souza Cruz, Pão de Açúcar, Arcelor, Light and Globex.
– What brings me back is the belief and confidence I have in this administration. I am very happy to be back. Now is the time to turn things around, to bring in entrepreneurs. Rio has built incredible credibility – highlighted Maria Silvia.
Chosen to head the Secretariat of Economic Development, Osmar Lima has been an employee of BNDES for 10 years, where he held the position of head of the Department of Municipal Projects in the Privatization and Project Structuring Area, being responsible for all operations at the municipal level, including the bank's Public Lighting PPP Structuring Program. He has also worked as a credit analyst in the Industrial Area and as a private equity investment manager in the Capital Markets Area.
– I would like to thank you for the opportunity to work on this dream team. I hope to put the city where it deserves to be. We will bring a pipeline of structuring projects and give confidence to investors – said Osmar.
Sidney Levy, the new president of Invest.Rio, holds a degree in Production Engineering from the Federal University of Rio de Janeiro (UFRJ). He holds a master's degree in Engineering from the Coordination of Graduate Programs in Engineering (Coppe-RJ) and completed a specialization in Administration from the Institute of Management Development (IMD) in Lausanne, Switzerland. He was president of Valid SA from 1994 to 2011, when he became chairman of the Board of Directors. Between 2013 and 2016, he served as CEO of the Organizing Committee of the Rio 2016 Olympic and Paralympic Games.
– There is no developed city without entrepreneurs. We want to be the most business-friendly place in Brazil. We will work to make this the best term of office ever – said Sidney Levy.
The Transition Cabinet
The presentation of the new civil servants was held at the Transition Office of the new municipal government, which began on December 2 and will continue until the end of the month, at the Faculty of Mathematics, IMPA Tech, in the Port Zone. One of the main objectives of the office is to start the debate of ideas and goals that could be part of the 2025/2028 Strategic Plan.
The new government's Strategic Planning will have as one of its pillars the efficiency of municipal management and is composed of five thematic axes: Fiscal Balance, Good Management and Governance; Civility and Security; Future, Economy and Happiness; Longevity, Equity and Humanities; Infrastructure, Disaster Prevention and Resilience.
The Transition Office is coordinated by Vice Mayor-elect Eduardo Cavaliere. To stimulate debate on initiatives, workshops on the new government's thematic axes have been held under the coordination of the president of the João Goulart Foundation, Rafaela Bastos, and the undersecretary of Planning and Monitoring of Results, Fernanda Mofati.
On Thursday, the idea workshops continued with debates in two planning sessions on the thematic axis Longevity, Equity and Humanities. Municipal agents and experts participated to discuss the bases of proposals for the 2025/2028 Strategic Plan.
