Infrastructure, Disaster Prevention and Resilience in Focus at Transition Office Workshops

Infrastructure, resilience and disaster prevention were the themes of the Transition Office workshops - Rafael Catarcione/ Rio City Hall

The Rio City Hall Transition Office held two planning workshops on Wednesday (11/12) on the Infrastructure, Disaster Prevention and Resilience theme. The debates brought together municipal agents and experts at the Faculty of Mathematics (IMPA Tech), in Porto Maravalley, to address this priority issue in the cities. The objective was to advance proposals for the 2025/2028 Strategic Plan.

The morning workshop was attended by representatives from the Companhia Carioca de Parcerias e Investimentos (CCPar), Fundação Rio-Águas, Fundação Instituto de Geotécnica (Geo-Rio), and the municipal departments of Infrastructure, Community Action, and Conservation. The main projects discussed at the event were the creation of sanitation stations, river maintenance operations, asphalt and sidewalk recovery, the Recicla Comunidade program, and the operation and maintenance of bike paths and urban parks. The delivery of new housing by Morar Carioca to people in communities affected by climate events was also highlighted.

Next, a dynamic was held in which participants thought of innovative ideas to face increasingly complex climate challenges, focusing on adapting the city and protecting citizens. During the conversation, the goals for 2030 within the Rio City Hall's Sustainable Development Plan were discussed, as well as how to advance the results, with solutions adapted to the different realities of the city.

In the afternoon, the workshop was attended by the Undersecretary of Civil Defense, Rodrigo Gonçalves, the Chief Executive of the Rio Operations Center (COR), Marcus Belchior, and representatives of the Municipal Housing Department. The municipal agents highlighted the training of residents in the communities on disaster prevention and how to act in adverse situations such as heavy rains. Also mentioned was the expansion of the Civil Defense in Schools program, which aims to train students and teachers on topics such as accidents and disasters.

Representatives from the Housing Department highlighted the resumption of the Morar Carioca program, the launch of the land regulation program and the contracting of units in the Minha Casa, Minha Vida program.

The Transition Cabinet

The work of the Transition Office of the new municipal government began on December 2 and will continue until the end of the month. One of its main objectives is to initiate the debate of ideas and goals that could be part of the 2025/2028 Strategic Plan.

The new government's Strategic Planning will have as one of its pillars the efficiency of municipal management and is composed of five thematic axes: Fiscal Balance, Good Management and Governance; Civility and Security; Future, Economy and Happiness; Longevity, Equity and Humanities; Infrastructure, Disaster Prevention and Resilience.

The Transition Office is coordinated by Vice Mayor-elect Eduardo Cavaliere. To stimulate debate on initiatives, workshops on the new government's thematic axes have been held under the coordination of the president of the João Goulart Foundation, Rafaela Bastos, and the undersecretary of Planning and Monitoring of Results, Fernanda Mofati.
