GM-Rio's Maria da Penha patrol receives motorcycles to speed up emergency care for assisted women

The Maria da Penha Patrol (RMP) of the Rio de Janeiro Municipal Guard (GM-Rio) has received two motorcycles that will be added to its fleet. The purpose of incorporating this type of vehicle is to provide faster response to emergency demands that reach the special group, which works to monitor compliance with protective measures issued by the courts to protect women who have suffered some type of domestic violence.

– This new format that we are implementing is a pilot project. We want to provide a prompt response to stop attacks on women assisted by the service until the patrol car arrives. When it comes to protecting women, every minute counts. This initiative is a pioneering one in the country and we hope for positive results that will be replicated by other institutions that perform this mission – highlighted the commander of the Municipal Guard, inspector general José Ricardo Soares.

It is expected that by the end of this semester, another motorcycle will be added to the fleet, bringing the total number of motorcyclists to six. There will always be a pair of riders on each motorcycle, with a female guard at all times. The work of the RMP patrol teams consists of welcoming actions and periodic visits to prevent the reoccurrence of crimes committed against women and revictimization. However, the teams can also be called upon by the assisted women to act in emergencies.

In 2025 alone, up until April, 13 cases of arrests carried out by municipal guards have already been recorded. Since the group was created in 2021, up until this year, the total has reached 120 arrests. Most of the arrests were due to non-compliance with protective measures, when the aggressor approaches the victim inappropriately. Also within these calls, there have been records of false imprisonment, assaults, among other crimes. In all occurrences, the agents were able to guarantee the safety of the victims and take the suspects to the police station in a humane manner. It is also worth noting that there were no records of femicide among women who are or have been assisted by the special group at some point.

The Maria da Penha Patrol has three operational bases: in São Cristóvão, in the central region of Rio, where the GM-Rio Battalion is located; in Madureira, in the North Zone; and in Bangu, in the West Zone. Currently, the special group has 104 municipal guards.

To join the RMP, agents must complete a training course with classes on the Maria da Penha Patrol Standard Operating Procedure, Tactical Operational Immobilization; Physical Security of Facilities; Operation of Instruments of Lesser Offensive Potential; Legal Guidelines and Affirmative Actions for the Maria da Penha Patrol, in addition to lectures on topics involving violence against women, among others. The training is carried out to provide the group members with a humanized and supportive approach to dealing with issues of violence, which often involve a very large emotional burden, given the proximity of most aggressors.
