The mayor of Rio, Eduardo Cavaliere, inaugurated, this Friday (04/09), the revitalization works on Cesário de Melo and Joaquim Magalhães avenues. The intervention recovered and urbanized 2,5 kilometers of roads, improving access conditions to the Professor Moacyr Sreder Bastos Tunnel — the first in the history of the neighborhood —, delivered this year as part of the Campo Grande Mobility Plan.

"Today, we already have more than 60% of the Ring Road works completed, with the tunnel inaugurated, the underpass, and the Estrada do Monteiro. A huge section of Cesário de Melo Avenue has been completely rebuilt and expanded, with sidewalks and a bike path, in addition to the new roundabout, and the duplication of Estrada do Lameirão is progressing. And now we are beginning to intensify phase two of these works. We will have an express lane from the center of Campo Grande to Avenida Brasil, in addition to the roundabout in the center of Santíssimo, to end that traffic jam on Estrada da Posse," declared Mayor Eduardo Cavaliere.

With resources from the municipality and the Federal Government, totaling an investment of approximately R$ 1 billion, the plan brings together nine structuring projects to improve circulation, expand connections, and create new transportation alternatives for residents of the most populous neighborhood in Brazil.

Improvements on Cesário de Melo and Joaquim Magalhães streets

The interventions renovated approximately 25 square meters of roadways and reorganized traffic along Cesário de Melo and Joaquim Magalhães avenues. A new roundabout was created on Cesário de Melo, near Rua Senhora, offering better conditions for those passing through the center of Campo Grande. Parking spaces and bus stops were also redistributed to free up the road and reduce traffic congestion.

The project also prioritized infrastructure for pedestrians and cyclists, with 27,5 square meters of renovated sidewalks and a new bike path of approximately 1,5 kilometers that became part of the route. In addition, more than two kilometers of drainage were installed to improve rainwater runoff and reduce accumulation points, along with new water and sewage networks.

The Eustórgio Wanderley Municipal School, located near the new roundabout, has gained a covered multi-sports court with male and female changing rooms.

With the improvements, the avenues gain more fluidity in accessing the Professor Moacyr Sreder Bastos Tunnel and help to redistribute traffic in the region, reducing the overload on the corridor formed by the Capoeiras and Mendanha roads.

Campo Grande Advances

The delivery marks an important milestone for the neighborhood, which has over 350 residents and has undergone significant residential and commercial expansion in recent decades. To meet the new demands generated by this growth, the Rio de Janeiro City Hall, through the Municipal Secretariat of Infrastructure, has been implementing the Campo Grande Mobility Plan, with interventions that also extend to the Santíssimo and Paciência areas.

The Ring Road is one of the key components of this plan. The first phase was completed in March of this year, connecting Estrada da Caroba to Estrada da Posse and reducing travel time between the two regions from 15 to just 3 minutes during peak hours.

This first phase also included the construction of the underpass beneath Avenida Cesário de Melo, as well as the revitalization of Rua Artur Rios and Estrada da Caroba. Other completed projects have improved connections between the Campo Grande neighborhood and Avenida Brasil, such as the new ramp on Estrada dos Sete Riachos and the expansion of Estrada do Tingui.
