City Hall receives Diamond Seal, the highest certification of the National Public Transparency Program

The City of Rio de Janeiro received the Diamond Seal for public transparency, the highest distinction of the National Public Transparency Program (PNTP), this Wednesday (19/3), at the city's administrative headquarters, in Cidade Nova. The certification was conferred on Mayor Eduardo Paes by the president of the Court of Auditors of the Municipality of Rio de Janeiro, Luiz Antônio Guaraná, who also chairs the National Council of Presidents of the Courts of Auditors and presented the honor on behalf of the Association of Members of the Courts of Auditors of Brazil (Atricon).

– It is a great honor to receive this recognition. It reflects one of my campaign commitments, which is to ensure serious and committed work with the people of Rio. We achieved this result with a joint effort from all those who work for our city here at City Hall – said Paes.

The city achieved a transparency index of 98,66% in 2024, exceeding the 95% required for certification in the Diamond category. This performance places Rio de Janeiro in 1st place among capitals with more than 500 inhabitants and in 2nd place in the overall ranking among all capitals in the country, reinforcing its role as a national reference in transparent governance and accountability. This year's significant progress is attributed to the expansion of documents made available on the city's official portals.

The PNTP, an initiative of the Association of Members of the Courts of Auditors of Brazil (Atricon), in collaboration with the Courts of Auditors throughout the country, annually evaluates public entities that guarantee clear, accessible and detailed information to the population, granting the Diamond, Gold and Silver seals.

City Hall's Achievements in the PNTP

The methodology for the 2024 edition of the PNTP included 88 criteria and 258 items, distributed across 19 dimensions, such as access to information, accountability and active transparency. The City Hall's performance has progressively improved in recent years:

2022: 86,62%
2023: 88,8%
2024: 98,66%

Among the data made available that contributed to the highest score are: lists of contract inspectors, outsourced workers, daily allowances, public works (with expanded information), main exemption and non-enforceability documents, and details of revenue waivers.

The Municipal Secretary of Integrity, Transparency and Data Protection (SMIT), Rodrigo Corrêa, said that the achievement reflects the City Hall's ongoing commitment to transparency and innovation in public management.

– This unprecedented Diamond Seal reaffirms our mission to ensure that all Rio residents have easy and fast access to information about the municipal administration, enabling them to fully exercise their citizenship. Transparency is an essential pillar for efficient and participatory management – ​​highlighted the secretary, during the presentation of the certificate.

The PNTP evaluated the websites of bodies in the Executive, Legislative and Judiciary branches, the Courts of Auditors, Public Ministries and Public Defenders, from the three spheres of government: Union, States, Municipalities and the Federal District, in addition to entities of the Federal Indirect Administration.

Of the more than seven thousand public portals evaluated, only 1.831 were certified. Of these, only 23,99% met the minimum transparency criteria, and only 7,86% of the entities evaluated received the Diamond Seal.
