São Sebastião Administrative Center (Cass), headquarters of the City Hall - Rafael Catarcione/City Hall of Rio The city of Rio de Janeiro achieved 98 points (out of a possible 100 points) in the Transparency and Public Governance Index (ITGP) 2025, in a report released on Tuesday (October 7th) by Transparency International – Brazil, based on the application of the ITGP methodology in municipalities of the state of Rio de Janeiro by the Institute of Collective Law. With this result, Rio achieved the "Excellent" rating, representing a significant improvement of 21,8 points, that is, a score 28% higher than that obtained in 2024, when it had totaled 76,2 points and achieved the "Good" rating.
The improvement is also reflected in comparisons with other cities in the region, definitively placing Rio as the most transparent city in the state of Rio de Janeiro, where only the capital achieved the "Excellent" rating, with 69 of the 71 indicators successfully achieved. This result demonstrates a clear strengthening of its governance practices and reaffirms its leadership and benchmark performance in public transparency.
The Secretary of Integrity and Transparency, Rodrigo Corrêa, highlighted that the progress reflects the efforts of the Rio City Hall to consolidate a more open and participatory management.
Transparency is a value that strengthens democracy and brings citizens closer to government decisions, enabling the exercise of citizenship. This improvement in the ranking is the result of collective work by this administration to make Rio an increasingly open, responsible city, and connected to the needs of its population.
The ITGP 2025 assessment analyzed 71 indicators divided into six dimensions: Legal, Platforms, Administrative and Governance, Public Works, Financial and Budgetary Transparency, and Communication, Engagement, and Participation. The city of Rio scored fully in the first four. The score obtained in the Platforms dimension reflects the City's progress in creating portals that bring public administration closer to citizens. The result highlights the continuous improvement focused on active transparency, digital usability, and access to information.
O Rio Transparency Portal is the central hub of this ecosystem, fully meeting the Citizen Information Service (SIC) criteria for accessibility, clarity, and data dissemination. With interactive graphics, intuitive navigation, and citizen-friendly language, the Portal organizes information in an integrated manner, strengthening transparency and social oversight in the municipality.
Another indicator in the evaluation in which the City of Rio de Janeiro obtained a maximum score was Public Works, which allows monitoring the progress of municipal works, with data on deadlines, values, location and physical execution, in addition to offering the download of information in an open format.
The ITGP is one of the main national references in measuring public transparency, serving as a tool to improve open government policies and strengthen trust between public authorities and society.
Increasingly transparent
Throughout 2024, the Rio de Janeiro City Hall's Transparency Portal reached over 700 hits. It's worth noting that, as of September of this year, it had already received over 613 hits, demonstrating a growing interest among Rio residents in accessing public data.
In 2024, Rio City Hall also won, for the first time, the Diamond Seal for Public Transparency from the National Public Transparency Program (PNTP), reflecting the current administration's efforts to increasingly provide citizens with access to information about its actions.
