Pereira Passos Institute will assist IBGE in completing the 2022 Census in the city’s favelas

The City of Rio, through the Pereira Passos Institute, has created a task force to assist in the final stretch of the population count in Rio's favelas for the 2022 Demographic Census by the Brazilian Institute of Geography and Statistics (IBGE). Agents and former agents of Social Territories, a program run by the city and UN-Habitat that works to identify families in situations of social vulnerability, will help reduce the percentage of households that did not respond to the Census in the city's communities, which is around 9%.

– Having qualified information from the city’s favelas is of utmost importance for the development of effective public policies, based on data and evidence. That is why the Census is so important. The IPP has a long-standing partnership with the IBGE and supporting it in this final race is a duty of the house. With our experience with the Social Territories Program, we have trained highly specialized community census takers in the Rio de Janeiro area. In addition, we can support the IBGE with a network of very powerful local institutional knowledge – says the president of the Pereira Passos Institute, Carlos Krikhtine.

The new census takers have worked in previous phases of Social Territories and have experience with household surveys in priority locations. This week, they were trained by IBGE to gain a deeper understanding of the questionnaire used in the Census.

– Territories is a program that aims to find the most vulnerable families and, therefore, needs to be present in these communities on a daily basis. We have excellent connections in these territories; our field agents are residents and know a lot of people. In addition to providing a list of experienced people to work with, we are offering full support to IBGE, sending our field coordinators to accompany the teams with the aim of reaching families that have not yet responded to the Census – explains Andrea Pulici, technical coordinator of Special Projects at IPP.

Starting this Thursday (16/3), they went into the field as part of the last phase of the census operation, the Verification Stage, which includes the work of analyzing the collected data. Thus, they will search for residents who were absent at the time of the visit or who refused to answer the questionnaire.

– This opportunity to have specialized labor to work in substandard clusters, especially where informants refuse to provide information, will certainly be very valuable for IBGE to be able to complete the Census in these communities – celebrates the head of the IBGE Social Territories Sector, Jaison Luiz Cervi.
