City Hall awards 3rd IPP Maurício de Almeida Abreu Award for the best works on development in Rio

The City of Rio, through the Pereira Passos Municipal Institute of Urbanism, held the ceremony on Thursday (22/12) to present the 3rd IPP Maurício de Almeida Abreu Award, for the best doctoral and master's theses and dissertations on the development of the city of Rio de Janeiro and the Metropolitan Region. The ceremony, held at the Palácio da Cidade, also marked the launch of the 5th edition of the book “Evolução Urbana do Rio de Janeiro”, a work written by geographer Maurício de Almeida Abreu in the 1980s that portrays in detail the territorial transformation of the city. A bestseller and sold out in Rio de Janeiro bookstores, the book is considered a favorite among students and professionals in architecture, urbanism and geography.

A total of 111 papers were selected for the competition, including 64 Master's dissertations and 47 Doctoral theses. The award, which is part of the City Hall's celebrations for the Bicentennial of Independence, opened up opportunities for papers from 16 universities, 12 from the state of Rio, two from Minas Gerais, one from São Paulo and one from Espírito Santo. Research that addressed the social, urban, economic, political, cultural, environmental, historical and heritage aspects of the city of Rio and the Metropolitan Region.

Twelve winners were chosen, divided into first and second place for Doctorate and Master's degrees, two honorable mentions for the bicentennial (one in each category), and six special honorable mentions (three in each category). The texts were evaluated by the Judging Committee, which included technicians from the Pereira Passos Institute, the Municipal Department of Urban Planning and the Rio Heritage Institute of Humanity.

According to Carlos Krykhtine, president of the Pereira Passos Institute, the award ceremony and the launch of the book symbolize the institute's commitment to reflecting on the city.

– As the home of knowledge production for the city, IPP understands that a partnership with educational institutions and those who are thinking about Rio only increases its value. That is why we are also resuming our editorial line, to continue telling the story of Rio de Janeiro and the paths we are taking for our future.

The municipal secretary of Government and Public Integrity, Tony Chalita, highlighted the importance of valuing the position that the city of Rio occupies as a disseminator of knowledge.

– We need to value the relationship between academia and government. Good public policies are not based on intuition, they are based on information and data. Academia has a fundamental role in this construction.

The big winner in the doctorate category was the work “This cannot be normal: Life in a favela under the gaze of a body in disarray,” by Gabriel Lima Simões, from the Postgraduate Program in Public Policy and Human Development at the State University of Rio de Janeiro (PPFH – UERJ). The work, which received a prize of R$18, analyzes the relationship between the state and residents in the communities, reflecting on the favela as a constructed space, based on the author's experience as a person with a disability.

Second place in the Doctorate category went to “Metropolitan Highway. Design Logics on Avenida Brasil”, by Pedro Barreto de Moraes, from the Postgraduate Program in Urbanism at the School of Architecture and Urbanism at the Federal University of Rio de Janeiro (PROURB/FAU – UFRJ). The work was awarded R$12.

The first place in the Master's dissertations went to Filipe Silva de Pontes, with “Quilombola Cultural Heritage: the margin at the center of narratives, imaginaries and representations in Camorim, Rio de Janeiro – RJ”. He is a researcher in the Postgraduate Program in Visual Arts at the School of Fine Arts of the Federal University of Rio de Janeiro (PPGAV – UFRJ). The work received a prize of R$ 10 thousand.

Second place in the Masters category was given to “Que Tiro Foi Esse? O medo na favela como ele é”, by Michelly Ferreira Coutinho, from PPFH – UERJ, who was awarded a prize of R$6.

Two honorable mentions were also awarded to the best master's and doctoral works that addressed the Bicentennial theme; and another six general honorable mentions were distributed in the two categories (list at the end of the text).

The IPP Rio Maurício de Almeida Abreu Award seeks to stimulate reflection on the development process of the city and its metropolitan region. The goal is to disseminate quality knowledge that is produced in the country and stimulate debate on public policies for Rio.

In the first edition of the award, in 1, the big winner was Mylene Mizrahi's work on cultural anthropology, “The Aesthetics of Rio's Funk: Creation and Connectivity in Mr. Catra”. In 2011, in the second edition, the main prize was given to a work by geographer Igor Martins Robaina, called “Homeless Population, Spatialities and Everyday Life”.

Maurício de Almeida Abreu, after whom the award is named, was a geographer from Rio de Janeiro who made a major contribution to the development of historical and urban geography in Brazil. A tenured professor in the undergraduate and graduate programs in Geography at the Federal University of Rio de Janeiro, with a master's and doctorate from Ohio State University, he focused his research on Rio de Janeiro. The process of dividing up urban land in Rio from its founding in 1565 to the XNUMXth century, the emergence and spread of favelas, and the assessment of the city's urbanization policies were the driving forces behind his work.

His best-known work is “Evolução Urbana do Rio de Janeiro”, a book published in the 1980s that portrays in detail the transformation processes that the city has undergone. For Professor Fania Fridman, from the Institute of Urban and Regional Research and Planning at the Federal University of Rio de Janeiro, the book is a classic about the city. “This is a book that, without separating the theoretical from the empirical in geographic research, seeks to explain the present through the past, resuming the perspectives of Geography in its interface with History”.

A bestseller and sold out in bookstores, with few and rare copies scattered around second-hand bookshops in the city, “Evolução Urbana do Rio de Janeiro” is being reissued by the Instituto Pereira Passos bookstore. This 5th edition is part of the celebrations of the Bicentennial of Independence and is now available for sale at the IPP Bookstore.
