Social Territories Program reaches seven more favelas in the city

The Social Territories program, a partnership between the City of Rio and UN-Habitat, the United Nations Human Settlements Program, began its research this Wednesday (19/07) in seven more areas of the city: Vidigal, Indiana (Tijuca), Furquim Mendes (Vigário Geral), Vila Darcy Vargas (Taquara), Mangueiral (Senador Camará), Ideal (Realengo) and 29 de Março (Cosmos).

Based on a service protocol that involves several municipal departments, Territórios Sociais' main objective is to reduce social risk by providing municipal services to families who, for some reason, are not yet receiving public assistance. The program has already conducted interviews in the 10 largest favela complexes in the city: Rocinha, Alemão, Maré, Lins, Jacarezinho, Penha, Chapadão, Pedreira, Cidade de Deus and Vila Kennedy, as well as the communities of Providência and São Carlos, in downtown Rio.

– With the expansion to these new territories, the program will simultaneously serve all of the City's planning areas, identifying vulnerable families and increasingly promoting equity in access to services and opportunities – explains Bianca Medina, Coordinator of Social Territories at the Pereira Passos Institute.

In the locations where it is installed, the program has already conducted more than 140 interviews, and around 42 families have joined the monitoring. The goal is for Social Territories to reach 616 favelas, 87 housing complexes and 144 irregular subdivisions, benefiting more than one and a half million people.

How does it work?

Social Territories has three phases: active search, integrated service protocol and monitoring. In the active search, surveys are carried out in each household, and the most vulnerable families are monitored by municipal agencies. During the interviews, the Multidimensional Poverty Index (MPI), adapted from the United Nations Development Programme (UNDP), is applied in order to identify the risk of each family.

Once identified, these families are assisted by the Municipal Secretariats to be included in services and benefits such as Casa Carioca, a housing requalification program developed by the Municipal Secretariat for Community Action. Multidimensionally poor families (risk 2 and 3 in the IPM) and families in extreme poverty (per capita income of up to R$105,00) who reported not receiving income transfer benefits are monitored by Social Territories.

The Program is managed by a Management Committee coordinated by the Pereira Passos Institute, with representatives from the Departments of Health, Education, Social Assistance, Housing, Community Action, Culture, Work and Income, Urban Planning, Youth and Women's Policies and Promotion.
