Brazilian Network of Planning Institutes is launched in Rio

Fifteen planning institutes and institutions that work with data in several municipalities in the country, including the Pereira Passos Institute (IPP), participated in a meeting in Rio to create the Brazilian Network of Planning Institutes (InRede), the first of its kind in Brazil. The organization aims to exchange experiences and information to train and enhance the development of public policies in the participating municipalities.

The announcement of the creation of InRede was made this Thursday (17/11) during EncerrAndus, a congress of the Andus Project (Support for the National Agenda for Sustainable Urban Development). The initiative is a technical cooperation between the Ministries of Regional Development and the Environment in partnership with the German Ministry for the Environment, Nature Conservation and Nuclear Safety and the German Agency for International Cooperation (GIZ). The event took place at the National History Museum in Rio.

 

– This year we had two meetings of representatives of planning institutes, in Fortaleza and Maringá. In these meetings we defined a set of values ​​and a shared vision that will guide our network actions to benefit the integrated and sustainable urban development of cities. We also want to strengthen the Planning Institutes as permanent bodies to support municipal administrations in formulating public policies with greater impact on the territory – explains the president of the Pereira Passos Institute, Carlos Alberto Peres Krykhtine.

 

During the event, Élcio Batista, deputy mayor of Fortaleza and superintendent of the IPLANFOR Planning Institute, highlighted the importance of perpetuating planning and research institutes to achieve long-term public policy objectives in cities:

 

– This is a very special moment for all of us who are on this journey. Planning institutes need to be able to model and evaluate public policies to generate greater efficiency and equity.

 

Sarah Habersack, Director of Urban Transformation at the German Agency for International Cooperation (GIZ), one of the institutions supporting InRede, highlighted the capacity that planning institutes have to structure public policies at the local level:

 

– This is an initiative that emerged from an approach that we tried to promote with the Andus project and that was expanded, receiving a new meaning. For me, planning institutes are places of reflection for more structured action.

 

Alex Rosa, Program Coordinator at UN-Habitat, another institution supporting InRede, reinforced the need to increasingly encourage the creation of new planning institutes in cities:

 

– We have noticed that, with each meeting, this initiative is reaching new people and our desire, at UN-Habitat, is that we can promote this project even more.

 

In addition to Rio de Janeiro, through the IPP, the following will participate in InRede: the Curitiba Urban Planning and Research Institute (IPPUC), the Fortaleza Planning Institute (IPLANFOR), São Paulo Urbanism, from São Paulo, the Pelópidas Silveira City Institute (ICPS), from Recife, the Urban and Rural City, Research and Planning Institute (INCID), from São Luís, the Municipal Agency for the Environment and Urban Planning (PLANURB), from Campo Grande/MS, the Urban Planning and Development Institute (IPDU), from Cuiabá, the Maringá Urban Planning and Research Institute (IPPLAM), from Maringá, the Santa Maria Planning Institute (IPLAN), from Santa Maria/RS, the Londrina Urban Planning and Research Institute (IPPUL), the Apucarana Planning, Research and Development Institute (IDEPPLAN), from Apucarana/PR, the Canaã dos Carajás Urban Development Institute (IDURB), from Carajás/PA, the Rondonópolis Urban Planning and Research Institute (IPPUR), from Rondonópolis/MT, and the Redenção Urban Planning, Research and Sustainable Development Institute (IPPUR), from Redenção/PA, in addition to the engagement of municipal secretariats from Niterói, São Gonçalo, Sobral, Caruaru, Naviraí, Juiz de Fora and the state government of Alagoas.

 

Meeting at IPP

On Friday (18/11), the members of the new InRede met at the XNUMXrd Meeting of the Brazilian Network of Planning Institutes, held at the IPP. At the meeting, the members of InRede consolidated the terms of an open letter, considered a strategic document with guidelines and recommendations to governments to encourage the creation and perpetuation of planning institutes in cities. In addition to the members of InRede, representatives of the Brazilian Institute of Geography and Statistics (IBGE), the Council of Architecture and Urbanism of Rio de Janeiro (CAU), the Rio Metrópole Institute (IRM), the Institute of Brazilian Architects (IAB), the National Front of Mayors (FNP) and the National Confederation of Municipalities (CNM) also attended the meeting.

The open letter released this Friday argues that the creation of InRede was a democratic call to collectively strengthen the culture of planning in Brazilian municipalities and existing planning institutes, as well as to promote the creation of new institutes. It explains the entity's mission, which is to be an innovative and inclusive network, committed to the integrated and sustainable urban development of cities and the strengthening of its members. The letter also adds that the design of 21st century cities must be inclusive, resilient, sustainable and put people first. It also says that planning institutes have been fundamental to the continuity of public management and to guarantee the integration of the various sectors and departments of municipal administrations.

The document lists the principles of InRede, such as cooperation and exchange of good practices; interfederative partnership, collaboration with development partners; multilateral cooperation; diversity and inclusion that encompass metropolitan regions, emerging population arrangements, small and isolated cities, conurbated border cities, among other typologies; continuous learning and innovation; public spirit with a vision of long-term, participatory, evidence-based and results-oriented planning; and the strategic vision to promote the establishment of new planning institutes as indirect state administration bodies, with financial independence, career technical staff and institutional sustainability, in addition to the role of observatory, strategist, multisectoral articulator, privileged communicator and guardian of integrated planning and long-term public policies.
