Reviving Zona Norte – Heritage will transform the region with incentives from the new Master Plan

The program provides for a series of coordinated actions to requalify the region - Disclosure Through decree No. 56.912, published this Friday (October 3rd), Rio de Janeiro City Hall formalized the launch of the Reviver Zona Norte – Patrimônio program, an initiative aimed at the urban, economic, and social restructuring of the Leopoldina region, beginning in Bonsucesso. The program leverages incentives from the new Master Plan, approved in 2023, with incentives for residential densification, infrastructure improvements, and social housing. The expectation is to create more than 14,000 residential units, which could bring approximately 4,000 residents to the region.
The program includes a series of coordinated actions to redevelop the region, such as the redevelopment of streets and squares, increased tree planting, creation of bike paths, improved connections between different modes of transportation, and the implementation of a linear park. To reduce heat islands, the plan also includes new green spaces and a planting program along the BRT corridor.
Reviver Zona Norte – Patrimônio will utilize mechanisms outlined in the Master Plan, such as expropriation by public auction, a type of auction that will replace abandoned or underutilized properties with new developments. The program also benefits from the Urban Free Zone, which establishes differentiated parameters and encourages greater use of land along Avenida Brasil, allowing for increased construction potential and height. Furthermore, the initiative envisages public-private partnerships (PPPs) to facilitate the interventions.
Also included are the implementation of “active facades,” when the ground floor of the building is designated for non-residential uses, such as shops and restaurants, and the redesign of public areas.
With the program, the municipality hopes, in addition to modernizing infrastructure and expanding housing supply, that the project will stimulate the local economy and improve the quality of life of residents, making the North Zone an example of urban revitalization for the entire city, just as Reviver Centro has done in the central region.
Reviver History
Sanctioned in 2021, Reviver Centro guarantees tax and building incentives and new use permits to encourage the construction of housing and the retrofit of vacant commercial buildings, converting them into residential or mixed-use buildings. In 2023, the program underwent an update and gained new rules to further encourage real estate activity in the region. Since its creation, 59 permits have been issued, totaling 5.424 new residential units in the Center. Of the 59, only 11 are for the construction of new buildings and 48 are for the conversion of existing properties (retrofit).
