CadMóvel Carioca celebrates one year of service to the population with an event at Fiocruz.

Residents of Manguinhos and surrounding areas benefited from the 37th edition of “CadMóvel Carioca – connecting to rights”, this Thursday (16), at the Oswaldo Cruz Foundation (Fiocruz). Created in April 2025, the itinerant service of the Municipal Secretariat of Social Assistance (SMAS) facilitates access to registration and updating of data in the Single Registry (CadÚnico), without the need for prior scheduling, in the most vulnerable regions of Rio. In this period of one year, the initiative has already served 5.334 users.

The CadMóvel Carioca aims to decentralize the Unified Registry service for social programs, bring social assistance policies closer to communities, and facilitate access for the population to Federal Government benefits, such as Bolsa Família, ID Jovem, and the Social Electricity Tariff, among others.

Access to rights

The Municipal Secretary of Social Assistance, Augusto Ribeiro, emphasized the importance of public policies that focus on guaranteeing the basic rights of the most vulnerable population.

"To have access to rights, we need a government that allows access to rights. Here in Rio, we have a government concerned about the population, with Mayor Eduardo Cavaliere. We from Social Assistance, Fiocruz, and SUAS (Unified Social Assistance System) are here to allow you and the people who need it most to have access to better living conditions," stated the secretary.

Thiago Veras, Undersecretary of Institutional Relations at SMAS, explained how the idea to create CadMóvel came about a year ago.

– The department identified the need to expand the actions of the Unified Registry. We realized that scheduling through 1746 or the website was not enough. The slots ran out and people couldn't effectively schedule a visit to a CadRio center quickly. This month we complete one year of this action, touring the city in areas where there is a greater demand for appointments – recalled Thiago.

Weekly actions

The CadMóvel Carioca program operates every week — usually on Thursdays. The mobile service visits different areas of Rio and distributes 150 appointment slots. In addition to updating and registering users in the CadÚnico (Single Registry for Social Programs), users also receive guidance on social benefits.

General services assistant Marly Ferreira da Silva, 65, was one of the first to arrive at Fiocruz to be seen at this event, which recorded a total of 110 consultations.

"It was very important for me and for the whole community. I arrived early and was able to get seen," said the resident of Manguinhos.
