National Ombudsman Day is celebrated this Tuesday (16/03) and Rio also celebrates 20 years since the creation of the City Hall's Municipal Ombudsman System. The agency is an important instrument of participation and social control, contributing to a more inclusive democracy that is closer to the people of Rio. The ombudsman works to promote and exercise citizenship by welcoming and translating the population's expressions – their dissatisfaction, questions and suggestions – into actions that enable the improvement of the provision of public services.

Since the creation of the Municipal System, the Annual Ombudsman Report is being delivered for the first time this year. The document, for 2020, will systematize the actions carried out by the City Hall Ombudsman's Office, through a group of indicators. In addition to being a valuable management tool, the report contributes to a more transparent Administration – and can be accessed at Transparency.rio portal.

The 2020 Ombudsman's Office Annual Report should look to the future, aiming to recover and restore the quality of the services provided – rescuing the essence and social mission of the agency. The expectation is to increase the satisfaction of Rio residents with the services received from the Municipality, a priority in the guidelines of this administration.

The City Hall currently has 54 ombudsman centers, which operate in a decentralized manner, together with the direct and indirect public administration bodies. In addition, they are integrated into the Municipal Ombudsman System, under the coordination of the Institutional Ombudsman Office of the Secretariat of Government and Public Integrity (Segovi). There are approximately 150 ombudsmen and ombudsman agents working to handle complaints, criticisms, compliments, suggestions and requests for information based on the Access to Information Law, which total, on average, 160 thousand calls per year.
