Campo Grande's Mobility Plan is expanded with the start of the 2nd phase of the Ring Road.

Rio de Janeiro Mayor Eduardo Paes and Deputy Mayor Eduardo Cavaliere announced this Saturday (February 28th) the start of construction on the second phase of the Campo Grande Ring Road in the West Zone. The main highlight of the new interventions is the duplication of Estrada do Lameirão, which represents another step towards improving traffic flow in the neighborhood and expanding access to Avenida Brasil. With more than 350,000 residents, Campo Grande is an important hub in the West Zone. The Mobility Plan, led by the Municipal Infrastructure Secretariat, brings together integrated works, tunnels, viaducts, bridges, and road upgrades to improve traffic, organize circulation in the neighborhood, and make commutes faster.

– Campo Grande is the largest neighborhood in the country. It's a region that has grown enormously in the last two decades and went a long time without major investments in mobility. We started this process in my third term, with federal funding, to be able to deliver the works, all with quality. The Mergulhão (underpass) has already been delivered. We are going to inaugurate the new tunnel. In other words, it's a set of important interventions that will change the reality of Campo Grande and the mobility of its people. All this comes together with more public transport, with new bus stations, with new buses, improving the quality of life of the population – stated Mayor Eduardo Paes during the event.

Alongside Paes, Deputy Mayor Eduardo Cavaliere highlighted the reduction in residents' commute time as one of the project's benefits.

– We are talking about the largest mobility investment in the city of Rio de Janeiro, which will reduce travel time by half. Sometimes, even less than half. These works will greatly change people's lives, also increasing property values ​​and giving residents the alternative to gain more time with their families – Cavaliere emphasized.

Lameirão Road will be widened and the intersection reorganized.

Lameirão Road will be widened to a dual carriageway in the section between Estrada da Posse and Avenida Brasil. Currently, the road is a single lane. Nearly two kilometers of widened lanes, drainage, sidewalks, and bike paths will be added. These works complement interventions already carried out between Avenida Santa Cruz and Estrada da Posse, when the Marcelo Alencar viaduct was built, improving connectivity to the region.

At the intersection with Estrada da Posse, improvements will be made to facilitate traffic flow. The sidewalks will be renovated to provide more space for pedestrians and cyclists. The bridge over the Rio dos Cachorros will be replaced with a wider one.

– We have started another project as part of Campo Grande's extensive Mobility Program, specifically on Estrada do Lameirão, a road that plays a crucial role in connecting Estrada da Posse to Avenida Brasil. This intervention, along with the second phase of the Ring Road, which will include the road link and the delivery of the tunnel, will result in an efficient connection with Estrada da Posse and Avenida Brasil. The project will form a complex of structured roads, with complete urbanization, paving and drainage, covering more than 5 to 6 kilometers of intervention, including bike paths, aiming to optimize traffic flow and mobility in the neighborhood – explained the Municipal Secretary of Infrastructure, Wanderson Santos.

New tunnel under Morro João Vicente will create a direct route between Posse and Avenida Brasil.

Another planned intervention in the second phase of the Ring Road is the new tunnel under Morro João Vicente, which will create a direct and faster route between Estrada da Posse and Avenida Brasil. The tunnel, approximately 350 meters long, will have two galleries and two lanes in each direction. It will connect to the first tunnel in Campo Grande under Morro Luís Bom, forming a direct axis between the center of Campo Grande and Avenida Brasil.

Machine operator Rafael Peçanha, 42, a resident of the Santíssimo neighborhood, celebrated:

– I believe this project will bring many benefits, not only to us residents, but to everyone who uses this road. Our expectation is that the situation will improve, facilitating access to transportation to Avenida Brasil. We recognize the existing challenges and difficulties. This project will bring many benefits to all residents. That is our assessment. In addition, the project will help reduce congestion.

The project also includes the urbanization of existing roads in the surrounding area, with the implementation of new lanes, sidewalks, and bike paths on sections of Rua Campina Grande, Rua Guandu Mirim, Rua Djalma Costa, and Rua Jaqueiras. In addition, it will feature two overpasses at the intersection of Estrada do Lameirão and Avenida Brasil. One overpass will serve the flow of those coming from Estrada do Lameirão to access the express lane towards Santa Cruz/Costa Verde, and the other will serve the flow of those coming from downtown Rio to access the Campo Grande neighborhood.

Integrated plan to transform mobility in the West Zone.

Within the set of interventions of the Campo Grande Mobility Plan, works such as the revitalization of Rua Artur Rios, the requalification of Estrada da Caroba, the underpass beneath Avenida Cesário de Melo, and the new access ramp from Estrada dos Sete Riachos to Praça Ana Maria da Silva have already been completed. The expansion of Estrada do Tingui to Avenida Brasil has also been completed. The tunnel under Morro Luís Bom, the first in Campo Grande's history, is in its final stages of construction.

The plan continues with ongoing interventions, such as the requalification of Cesário de Melo and Joaquim Magalhães avenues; road improvements on Estrada do Monteiro; the road requalification of Largo da Maçonaria; and the dual carriageway of Estrada Rio–São Paulo with Rua Vitor Alves. The focus is on improving access to Avenida Brasil and Avenida Dom João VI, organizing traffic and preparing Campo Grande for more functional growth.

Drainage works in the Villagio Campinho condominiums.

Mayor Eduardo Paes and Deputy Mayor Eduardo Cavaliere also announced the start of flood control works in the common areas of the Villagio Campinho condominiums in Campo Grande. With an investment of R$ 13,7 million, the intervention will benefit more than 3.400 residents of the West Zone who have faced flooding in the region for years. The four housing complexes will receive reservoirs for rainwater retention and improvements to the drainage system. The services are being carried out by the Rio-Águas Foundation, linked to the Municipal Secretariat of Infrastructure.

In total, the project foresees the construction of five reservoirs, with a total capacity of 7,4 million liters, a volume equivalent to 7.400 one-thousand-liter water tanks. Three of these so-called "retention basins" will be built in open areas historically subject to flooding, and two will be underground. The system will also include floodgates to control the flow of water during periods of heavy rain.

In addition to drainage improvements, the project includes the urbanization and redevelopment of over 1.681 square meters of public spaces and the installation of more than 360 meters of drainage network.

The condominiums comprise more than 980 residences. Upon completion of the works, the system will increase the capacity for rainwater retention and drainage and reduce flooding in common areas. The interventions will also improve circulation and living conditions for residents.
