Mayor Eduardo Paes swore in the inspector general of the Rio Municipal Guard, José Ricardo Soares da Silva, 56, in a ceremony held on the morning of Thursday (14/01), at the institution's headquarters in São Cristóvão, in the North Zone. In his speech, the mayor recalled that, since 1993, he has accompanied the entire transformation of the GM until it became one of the most respected institutions in the city.

– The Municipal Guard is the City Hall on the streets. What we expect is a proud guard, one that has a relationship of respect with the citizens and at the same time firm, when necessary. Inspector Soares da Silva is a serious man, hard-working and very dedicated. We have great confidence in his ability to lead an institution that is so important to all the people of Rio – said Paes.

With 37 years of public service, 29 of which were dedicated to the City of Rio, Soares da Silva was appointed Inspector General of the Municipal Guard for the first time on April 3, 2020. He is the second career municipal guard to assume the highest position in the institution. With a degree in Literature and a postgraduate degree in Municipal Public Security Management, he has an extensive resume, with dozens of training and specialization courses in different areas.

– Today is a very special day, in which I receive from Your Excellency the noble mission of commanding the largest Guard in Brazil and which has the widest range of competencies in a municipality. We know the importance of each municipal guard in this process of change to make a better city. The challenges will be great, but we will be ready and prepared to face them with great dedication and commitment, facing adversity and bad weather – declared the commander.

The ceremony was attended by municipal authorities, such as the Secretary of Public Order (Seop), Brenno Carnevale, representatives of the Navy, Army and Federal Highway Police, among other bodies and entities.

– The Municipal Guard is an institution that has evolved over time. Today, we have the Special Operations Group (GOE) and the maritime project. This demonstrates the capacity and resilience of the Municipal Guard in remaining steadfast in serving the people of Rio de Janeiro – highlighted Secretary Brenno Carnevale.

The event also featured a performance by the Municipal Guard Symphonic Band, an exhibition of equipment for relief, rescue and rescue operations by the Special Operations Groups (GOE) and Environmental Defense Groups (GDA), as well as demonstrations of operational techniques by the Motorcycle Guards, Guard Dogs and Special Operations Groups.

Created in March 1993, the Rio Municipal Guard currently has 7.450 officers – the largest force in Brazil – and carries out a variety of activities throughout the city, including monitoring traffic, BRT stations and municipal regulations. It is responsible for patrolling and maintaining urban planning on beaches, squares and parks, as well as carrying out special activities in schools and tourist and environmental protection areas, among other functions.
