City Hall presents to the City Council a management report and bases for 2025/28

– We took office in 2021 with finances in shambles. The most basic services were in shambles. Schools, public transportation, and BRTs were destroyed. We managed to rebalance the public accounts and recover public services. We reached 80% of Rio residents receiving care at the family clinic. We made progress with the super centers. In the transportation area, we fully recovered the BRT. In education, we made progress with our Ideb scores, with a fantastic performance. We recovered our ability to invest, and payments to suppliers and employees are up to date. The Results Agreement is back. Now is the time to be bold and think big. We need to stop debating the city without having the courage to say where the problems lie. I look forward to the future with great optimism. We will once again make Rio de Janeiro the center of Brazil for the world. I hope I can count on you. I thank you for your four years of help – said Mayor Eduardo Paes.

Vice-mayor-elect Eduardo Cavaliere gave a presentation to the councilors about the administrative performance since 2021. He also highlighted the work carried out to restructure Rio's City Hall and some of the main actions carried out in these four years.

– Today we present a report on the fiscal balance of the Rio de Janeiro City Hall, with its accounts up to date, with a public budget that grew from R$30 billion in 2020 to R$47 billion in 2024. The relationship between the budget and personnel expenses is completely within the Fiscal Responsibility Law. Once again, Mayor Eduardo Paes ends his term with his accounts up to date, with balanced management, which allows us to look ahead with greater ambition to establish more policies and expand the public policies that have been implemented so far – said Eduardo Cavaliere.

During the presentation, Cavaliere explained to the council members the five thematic axes that will guide the next municipal administration: Fiscal Balance, Good Management and Governance; Civility and Security; Future, Economy and Happiness; Longevity, Equity and Humanities, Infrastructure, Disaster Prevention and Resilience. The vice-mayor-elect made a QR code available so that members of the City Council can collaborate with the Transition Office in developing the themes that make up each of the thematic axes.

The City Council
Created in 2012 with the purpose of reviewing and monitoring the 2013-2016 Strategic Plan, the City Council was resumed in 2021 to suggest to the City Hall strategies for action in the coming years. Formed by more than 300 citizens of Rio de Janeiro, by birth or by choice, who stand out in the city for their personal or professional performance, the City Council is a space for reflection on the challenges of the municipality, in addition to contributing to the elaboration of the Strategic Plan, as well as its execution.

Between 2021 and 2024, 989 council members participated in 15 meetings, totaling more than 11 hours of work. Council members visited construction sites around the city and held meetings with municipal secretaries and presidents of public bodies.

– We would like to express our gratitude and have a very clear sense of how much the City Council contributed to the success of this administration. We will continue to do so in the next four years – said Eduardo Cavaliere.

The Transition Cabinet
The work of the Transition Office of the new municipal government began on Monday (2/12) and will continue until the end of December. One of its main objectives is to start the debate of ideas and goals that could be part of the 2025/2028 Strategic Plan.

The new government's Strategic Planning will have as one of its pillars the efficiency of municipal management and is composed of the thematic axes presented to the City Council.

The Transition Office is coordinated by Vice Mayor-elect Eduardo Cavaliere and is responsible for developing the bases and ideas that could be included in the 2025/2028 Strategic Plan. To encourage debate on initiatives, workshops on the new government's thematic axes have been held under the coordination of the president of the João Goulart Foundation, Rafaela Bastos, and the undersecretary of Planning and Monitoring of Results, Fernanda Mofati.
