City Hall extends life protection measures until June 28th

The Rio de Janeiro City Hall has extended health measures to protect lives until June 28. This was determined by decree no. 48.974, published in the Friday (June 11) edition of the Municipal Official Gazette. Even though the moving averages of emergency care, confirmed cases of Covid-06 and deaths from the disease have shown a downward trend, Mayor Eduardo Paes has chosen to maintain the restrictions in force.

The city remained on alert in the fight against the Covid-19 pandemic and maintained its high-risk classification. Although he is optimistic about the progress of vaccination in Rio, Paes once again appealed to the residents of Rio to respect the rules and take care of themselves.

– The situation is not under control. We are living in a pandemic, with many people hospitalized and contracting the disease, so minimum precautions must continue to be taken, including wearing a mask. We are getting there, we will not give up – highlighted the mayor, during the release of the 23rd Epidemiological Bulletin, at the Rio Operations Center (COR), on Friday morning.

Paes also celebrated the acceleration of immunization against Covid in the city. He also highlighted that whenever possible, he will bring forward the vaccination schedule scheduled to end on October 21.

– July promises to be a promising month with so many doses that will arrive. Today, the City Hall is working at half of its vaccination capacity. We have the capacity to vaccinate 70 people per day and we are immunizing, on average, 30. If the vaccine arrives, we will reach that limit. I am optimistic. Why are we going to let it go now? In winter, there are a lot of flu symptoms. It doesn’t hurt to make the extra effort to wear a mask and avoid crowds – stressed the mayor of Rio.

Bars, snack bars, restaurants, beach kiosks and similar establishments are still allowed to serve seated customers only, with a minimum distance of one and a half meters between each set of tables and chairs limited to eight occupants, and live music is permitted without time restrictions. Gyms, swimming pools, training and fitness centers may offer group classes, with the occupancy of the spaces limited to one person per four square meters.

Concerts, performances and entertainment venues may operate, as long as they maintain a minimum distance of 1,5 meters between participants, with a maximum capacity of 40% in closed spaces and 60% in open spaces, with seated audiences only. The same rules apply to commercial and service activities located inside shopping malls, shopping centers and retail galleries, as well as museums, libraries, cinemas, theaters, party venues, game rooms, circuses, children's recreation, amusement parks, theme parks and water parks, skating rinks, entertainment, tourist visits, aquariums, zoos, presentations, drive-in, fairs and congresses, exhibitions and authorized events. On all these occasions, the formation of queues and crowds at the entrance and exit are prohibited.

Samba circles are allowed, but nightclubs, dance halls and dance halls remain suspended, as well as events such as parties with ticket sales in public and private areas. The decree's indications will be monitored by the Municipal Secretariat for Public Order (SEOP), the Municipal Guard of Rio de Janeiro and the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (IVISA-Rio) of the Municipal Health Secretariat (SMS).

 

 

Epidemiological scenario

The 23rd Epidemiological Bulletin showed that, since March 2020, the city of Rio has recorded 340.672 cases of Covid-19, with 27.173 deaths. In 2021 alone, there were 134.512 cases and 8.543 deaths. This year's fatality rate is 6,4%, and the mortality rate is 128,2 per 100 inhabitants. The incidence of the disease is 2.019,3/100.
The bulletin also indicated that all 33 administrative regions of the municipality remained in the high-risk classification for the transmission of Covid-19, considering hospitalizations and deaths, for the fifth week in a row.

In the last week, 57 new cases of different variants of the virus were identified in the city, 55 of which were local residents, and none of which were of the Indian strain. Since the first case of new variants was identified, the city has recorded 604 cases, 491 of which are residents. There are 479 cases of the Brazilian variant (P.1) and 12 of the British variant (B.1.1.7). Of the residents infected by these strains, 38 have died, 15 remain hospitalized, and 438 are considered cured. Of the non-residents of Rio infected by the variants, 24 came from Manaus, 7 from Rondônia, and 82 from other cities.

The 32-year-old man, a resident of Campos dos Goytacazes, identified with the Indian variant of the coronavirus (B.1.617), has already completed the monitoring and quarantine period, returning to his family. Contacts related to this case continue to be monitored daily by the SMS, for 14 days, according to the date of contact, even without presenting symptoms and with negative test results.

Regardless of the variant, preventive measures are the same for the population: maintain social distancing, wear masks and sanitize hands with 70% alcohol or, when possible, soap and water; in addition to other life protection measures established in Joint Resolution SES/SMS No. 871 of 12/01/21, which can be consulted at https://coronavirus.rio/.

 

“PaqueTá vaccinated”

On June 20, the SMS will vaccinate the entire eligible population of Paquetá Island (19 years and older) against Covid-18. The action is part of the “PaqueTá vacinada” project, carried out with the support of the Oswaldo Cruz Foundation (Fiocruz) and which will aim to evaluate the effects of large-scale vaccination and the safety of the vaccine. Once the target population has been fully vaccinated, epidemiological monitoring will be carried out for a period to be established.

Paquetá has a population of 4.180 residents, of which 3.530 are over 18 years old and registered in the Family Health Strategy. As of May 31, 2.923 doses of the Covid-19 vaccine had been administered according to the municipality's schedule for priority groups, with 1.853 first doses (D1) and 1.070 second doses (D2). On the 20th, the entire remaining eligible population will be vaccinated. However, before that, the island's residents will undergo a serological blood test, which will be repeated throughout the duration of the study.

 

Vaccination of people aged 50 and over next week

In yet another advance in the vaccination schedule, the City Hall will immunize all people aged 50 and over, with or without comorbidities, by next week. On Saturday, June 19, there will also be a second dose for people in this age group who have not yet received the first dose (D1) of the Covid-19 vaccine. As a result, those aged 49 and under will also have their vaccination dates brought forward.

In addition to speeding up the application of D1, another area of ​​action by the SMS has been actively searching for people who did not return on time to take the second dose (D2) of the vaccine. Currently, in the city of Rio, there are 79 thousand people who missed the scheduled date for D2, which represents 4% of those who have already reached this deadline. It is essential that the population does not miss the return date (written in pencil on the D1 receipt), because only with the complete vaccination schedule, of two doses, is it possible to guarantee the effectiveness of immunization. Anyone who is late with D2 should return to the vaccination site where they took D1, as soon as possible, to complete protection against COVID-19.

The active search for people who have not returned to D2 within the deadline is initially carried out by telephone contact by health unit teams based on the data of registered patients. If unsuccessful, another attempt may be made using the home address.

This week was also marked by the vaccination of Basic Education workers aged 18 to 42. On the 16th, it will be the turn of workers who work in Higher Education, vocational training and other courses, in the same age group. The second round for both groups will be on June 23. To guarantee their dose, the professional must present a pay stub or a statement from the educational institution or education network in which they work, to prove an active link in the education area.

As of last Thursday (10), 2.425.632 people had received the first dose (D1) of the Covid-19 vaccine in Rio, representing 46% of the population eligible for vaccination (18 years and older). Of this total, 970.903 completed the vaccination schedule, also receiving the second dose of the vaccine. The SMS's goal is to vaccinate 90% of the adult population of Rio by October, an estimated number of 5.279.803.

The SMS provides 280 vaccination points throughout the city, operating from Monday to Saturday, to facilitate the population's access to the vaccine. The list of these points, their opening hours, the vaccination schedule and more information on priority groups, documents, etc. are available at https://coronavirus.rio/vacina and on the SMS social networks. This Saturday (12), there will be a vaccination repechage for people with comorbidities (PNI list), with disabilities, and for those who are 54 years old or older.
