The final list of projects selected to receive investment from the 12 Rio de Janeiro Audiovisual Resumption call for proposals by RioFilme, an agency that is part of the Rio de Janeiro City Hall's Secretariat of Government and Integrity, was published in the Friday (11/2021) edition of the Official Gazette of the Municipality of Rio. The calls for proposals were announced on August 17 and, after the selection process, the following were chosen: 12 Local Action projects, 10 short films, 10 Complementary proposals, 7 production and 6 development proposals for feature films, and 8 serial works projects. RioFilme is also awarding, through automatic funding, four production companies with outstanding artistic and commercial performance in the Brazilian and international audiovisual market.

In total, 53 projects benefited from the funding notices, the full list of which is available in the notices area of Riofilme website, within their respective lines. Proponents will receive the resources this year, after document analysis and contracting process.

The Rio de Janeiro Audiovisual Resumption promotion program is also supporting, this year, 13 film shows and festivals that make up the calendar of audiovisual events in Rio de Janeiro.

The notices shed light on an issue that has been important to RioFilme since the beginning of the development process of the funding program: the importance of an inclusive policy that prioritizes diversity. To this end, the notices established additional scoring criteria for certain applicants.

In a final assessment of the process, RioFilme observed that more than 77% of the projects that benefited were from female directors or screenwriters – in the case of development projects; more than 40% of the projects were from black, indigenous, disabled and/or transgender proponents, directors or screenwriters – in the case of development projects; more than 26% of the projects were from proponents based in Planning Areas 3, 4 or 5 of the city of Rio de Janeiro, excluding Barra da Tijuca and Recreio dos Bandeirantes.

Selection process

RioFilme received 647 entries distributed between the refundable and non-refundable categories, in the lines of completion, development and completion of feature films, development of serial works, short films, local actions and games. The projects are divided between 388 entries in the refundable lines, being 112 proposals for the development of feature films, 105 for production and 78 for completion of feature films. There were 93 proposals for the development of serial works. Among the non-refundable lines, there were 153 proposals for short films and 96 entries in the Local Actions notices.

RioFilme received 10 entries in the Automatic Funding line, with seven proposals competing for the artistic performance award and three for the commercial performance award. Due to the low number of entries (only five projects entered for eight awards), the line of funding for the production of electronic games was canceled this year. For 2022, it will be revised in order to better adapt to the stimulus needs of this market segment.

The judging panels were made up of 30 jurors in total, 17 of whom were women, both black and white. The jury for each investment line was made up of five professionals with notable experience or knowledge in the audiovisual sector, two of whom were representatives of the public administration responsible for implementing audiovisual public policies and three were representatives of civil society. Each proposal was analyzed by three members of the Judging Panel, with distribution being handled by the electronic system.

The preliminary score for each proposal was the arithmetic mean of the scores given by the members of the Judging Committee. The final score for each proposal was the preliminary score plus the score for RioFilme's affirmative action policies as set out in the notices, according to which: the proposing companies headquartered in Planning Areas 5, 3 or 4 of the Municipality of Rio de Janeiro, as regulated by the City Hall, received an additional 5 points, except for those located in Barra da Tijuca and Recreio dos Bandeirantes. For all Lines of Action, a partner of the proposing production company or a director who was a black, indigenous, disabled and/or transgender person received an additional 3 points. Also for all Lines of Action, if the proposing partner or director was a socially female person, the proposals received an additional 2 points. In Action Lines 3 and 4, proposals in which the screenwriter was a black, indigenous, disabled and/or transgender person also received 3 additional points, and proposals in which the screenwriter was a socially female person received 2 additional points. It is worth noting that the affirmative scoring criteria were cumulative.

After the publication of the notices, a public consultation was held, and the proposals were analyzed and incorporated into the notices. Registration was open from September 30 to 27. The selection process for projects by the judging committees took place between September 28 and October 17. The preliminary qualification phase for proposals that had passed to the pitching phase began on the 18th of the same month, with the appeal period remaining open from October 22 to 27. On the 28th, RioFilme published the final result of the preliminary qualification, and between November 03 and 11, the proposals presented their projects in the pitching phase. During this phase, the committees evaluated the oral defenses of each proposal, which had 10 minutes to defend their proposal and the same amount of time to interview the members of the judging committees.

After a pitching session, twice as many projects were selected to be considered at the end of the process, namely: 20 Local Action projects, 20 Short Film projects, 16 proposals for complementing feature films, 14 for production and 12 for development. And finally, 16 proposals for serial works. All lines also had alternate projects chosen, in case there is any change in the contracting phase.
