Women's Week: benefits and service locations help women combat violence

In just over two years under the current administration of Mayor Eduardo Paes, the Secretariat for Women's Policies and Promotion has been working to assist and help women who are victims of violence in the city of Rio de Janeiro. Since 2021, the department has created two cards, Move-Mulher and Mulher Carioca, and increased the number of service locations. In honor of International Women's Day, celebrated on Wednesday (8/3), the Rio City Hall website will be presenting some of the municipal services aimed at women throughout this week.

In charge of the department since the beginning of the current City Hall administration, Joyce Trindade highlights that, in just two years, the number of service locations has grown fivefold, which has increased the capacity to provide assistance to women in the city.

– We recreated the secretariat practically from scratch, there were four pieces of equipment and practically no staff. We created two emergency aid programs (cards) for women in situations of violence. We are on the right track to make the city of Rio a reference in gender equality – said Joyce Trindade.

In 2021, the first service created was the Move-Mulher card, which consists of providing transportation payment so that women can move around the city and access all the agencies in the network that combats violence. More than 2.500 cards have already been distributed.

According to the secretary, the card enables thousands of women to begin the process of breaking the cycle of violence.

– Financial dependence is one of the ways in which domestic violence is maintained. Providing assistance so that this woman can access services from the violence prevention network is essential to the work of saving her life.

The other card created was Mulher Carioca, a common credit card for purchases in any establishment. The benefit paid is R$500 per month. Almost 400 cards have been distributed to date, and the program has been sanctioned as law.

After its creation, the department extended the Mulher Carioca card to orphans of feminicide. It is made available on an emergency basis to families of women who have been victims of feminicide in the city of Rio. The monthly amount is also R$500 for each of the victim's children for six months, with the option of being extended for another six months. The aid is administered by whoever has temporary custody or guardianship of the children. To receive the benefit, the family responsible for these children must have an income of no more than one minimum wage, live in the city of Rio and be served by one of the facilities in the network to combat violence against women.

– The Mulher Carioca card is an immediate assistance program for women in situations of violence. The program was so important that it became law. This is a permanent public policy. It is about changing the lives of women in Rio at their base. And extending it to orphans of feminicide has become an important path, understanding that, many times, these women supported their families – said Joyce.

 

Another important action was the increase in the number of service locations. Several new spaces were opened in just over two years. Currently, the department has two Specialized Women's Service Centers: CEAM Chiquinha Gonzaga, in the city center, and CEAM Tia Gaúcha, in Santa Cruz. These locations also house the Specialized Psychotherapeutic Service Centers: NEAP Chiquinha Gonzaga and NEAP Tia Gaúcha.

There are also three Casas da Mulher Carioca: Tia Doca, in Madureira, Dinah Coutinho, in Realengo, and Elza Soares, in Padre Miguel. The first two also operate Specialized Centers for Women's Care (NEAM). There is also the confidential shelter Casa Viva Cora Coralina, which serves women in situations of violence with imminent risk of death.

– Women need to be welcomed and, preferably, close to their homes. Since we have high rates of violence against women concentrated in the West Zone, being able to open more spaces in the region makes life much easier for women who cannot travel to the city center every day, for example. In addition, having specialized equipment helps in the speed of qualified care for these women – explained the secretary.
