City Hall announces creation of the Nise da Silveira Urban Municipal Park

Rio de Janeiro Mayor Eduardo Paes announced on Monday (July 06) the creation of yet another urban park, which will be opened around the Nise da Silveira Institute in Engenho de Dentro. The initial kickoff for the construction of the approximately 07 square meter lot was the symbolic demolition of part of the walls surrounding the large wooded area. In the first phase of interventions, in addition to replacing these walls with fences, a 79 square meter space dedicated to singer and composer Dona Ivone Lara will be created, which will be handed over to the people of Rio in 5,8 days.

 

– We will increasingly create urban parks with these characteristics. We have a very strong and successful experience, which is the Madureira Park initiative. Cities will increasingly need quality public spaces for the population to go out, socialize and not stay in closed spaces. The pandemic brought this concept to light, and this region needs it – highlighted Eduardo Paes.

 

 

Carried out by the Municipal Department of the Environment and the Parks and Gardens Foundation, with resources from compensatory measures, the first phase of the construction of the Nise da Silveira Urban Municipal Park includes the replacement of approximately 315 linear meters of walls with fences, which will allow people passing by on the surrounding streets to have a clear view of the park's interior. In the Dona Ivone Lara Forest, 39 trees will be planted, 298,60 square meters of shrubs, 528,38 square meters of forage plants and 1.470,20 square meters of grassy area. The total investment will be R$1.225.751,45. The implementation of the rest of the Park is foreseen in the Strategic Plan of the City of Rio.

 

– The creation of the park symbolizes the transformation of a space that was previously used as a psychiatric hospital into an area open to the public. After all these long years of fighting for changes in psychiatric treatment, we are now removing the last remaining wall, knocking it down to make room for greenery – said the municipal secretary of the Environment, Eduardo Cavaliere.

 

The Bosque Dona Ivone Lara will be open to the public, a green area to mitigate heat islands and bring great benefits to residents and users. Its spaces were designed to provide different options for activities, such as picnics, children's recreation and outdoor exhibitions, as well as visits to the gardens and walks.

Located in Engenho de Dentro, between Ramiro Magalhães, Bernardo, Dois de Fevereiro and Doutor Leal Streets, Nise da Silveira Park was created by decree 35.879, of July 5, 2012, which created the Rio Heritage Institute (IRPH), linked to the Municipal Department of Urban Planning (SMPU), as a measure to expand and strengthen the Rio de Janeiro landscape as a cultural heritage site. Conceived by IRPH, the park project, in addition to offering leisure and contemplation, preserves the memory and history of psychiatric treatment in Brazil, where the role of Dr. Nise da Silveira has special focus and appreciation.

For the municipal secretary of Urban Planning, Washington Fajardo, the creation of the park is also an opportunity to celebrate Rio's landscape.

– When the city was recognized by UNESCO as a World Heritage Site in the Cultural Landscape category and initiatives began to accelerate in order to create an urban park here, the idea came to celebrate this landscape, these landscapes of madness, and the madness of living in a walled city. And the idea that we can begin, even symbolically, to reduce these walls in the city – said Fajardo.

 

 

Dona Ivone Lara worked with Nise da Silveira

The psychiatric doctor became known worldwide for revolutionizing the Brazilian mental health treatment system. Her ideas strengthened the Anti-Asylum Movement, as Nise did not accept the common practices of her time, such as seclusion, electroshocks and lobotomies.

The Dona Ivone Lara space is an integral part of the park and is a creative place for socializing, staying and reflecting, in addition to paying tribute to the singer and composer for her contribution to psychiatric treatment. Dona Ivone Lara died in 2018. In addition to making her mark on Brazilian music history, she dedicated most of her adult life to the area of ​​public health, having studied nursing and worked at the Engenho de Dentro Psychiatry Institute. Specializing in occupational therapy, Ivone Lara worked at the National Mental Illness Service with Dr. Nise da Silveira.

Nise da Silveira Municipal Health Care Institute

The Nise da Silveira Municipal Health Assistance Institute (IMASNS) is a psychiatric hospital opened in the 1930s, where renowned psychiatrist Dr. Nise da Silveira developed alternative and humanized methods for treating her patients.

IMASNS shares its geographical area with the Museum of Images of the Unconscious, three Psychosocial Care Centers (CAPS), cultural initiatives, the artistic occupation “Art, agonizes but does not die: Nelson Sargento, 9.7”, a community center, a municipal school, Faetec structures, mental health outpatient clinics and the historical collection of psychiatry in Brazil.
