The Luz Maravilha program changed the face of the Cinelândia region - Fábio Motta/City of Rio In the week that the Reviver Centro Urban Plan completes one year, the City of Rio announced, this Monday (11/7), the Reviver Centro Real Estate Credit. The program creates a special letter of credit so that municipal public servants can qualify to purchase properties in the area covered by the Reviver. The city published a call for real estate developers interested in investing in the reconversion (retrofit) of vacant properties in the Center into residential developments to meet the demand for the letter of credit.
At least 60% of the units in the developments that join the program will be prioritized for the more than 100 municipal employees. The City Hall will foster demand for developments by providing public employees with real estate financing through Previ-Rio with differentiated market conditions: lower interest rates, zero administration fees, credit of up to 100% of the property value, in addition to greater agility in the bureaucratic process of documentation, both for the employee and for the property.
The president of the Companhia Carioca de Parcerias e Investimentos (CCPar), Gustavo Guerrante, spoke about the benefits and results of encouraging housing in the downtown and port regions:
– With the announcement of the incentive through this new line of credit, the Center is beginning a movement already seen in Porto Maravilha. The arrival of residential developments in the central region will bring 24-hour occupation, different from the already known business vocation. We want to go further, we need to start densifying these areas. That is what we seek with this program.
The Secretary of Urban Planning, Washington Fajardo, presented a one-year review of Reviver with optimism about the results and celebrated the incentive for civil servants to purchase properties:
– Reviver Centro is an ongoing process. We are at the forefront of urban planning, with a new real estate dynamic. We have already achieved impressive results and now we are opening up a new potential for the program with this line of credit. By inducing demand, we are stimulating an important component for a strategic area of Rio. The presence of civil servants as residents will further strengthen the Center.
During the event, held at the headquarters of the Civil Construction Industry Union of the State of Rio de Janeiro (Sinduscon-Rio), Gustavo Guerrante, Washington Fajardo, the Secretary of Government Coordination (SMCG), Jorge Arraes, and the Secretary of Finance and Planning (SMFP), Andrea Senko, presented the program to representatives of institutions from the civil construction, real estate market and industry. Also participating in the event were the president of Sinduscon-Rio, Claudio Hermolin, and the president of Ademi-RJ, Marcos Saceanu.
The area where the letter of credit can be used is in the heart of Reviver Centro. The perimeter is delimited by Rio Branco, Primeiro de Março, Beira Mar and Presidente Antônio Carlos avenues and Visconde de Inhaúma, Santa Luzia and Senador Dantas streets. Projects that have already been licensed may join the program as long as they are within the defined perimeter and are of the retrofit model.
One year of Reviver Centro
Conceived by the City of Rio to promote the urban, social and economic recovery of the city's central area, Reviver Centro has already recorded 21 requests for residential licenses within the new rules, for a total of 1.771 planned residential units, since the sanction of the package of laws on July 14, 2021.
The Urban Plan focuses on building new homes and transforming commercial buildings into residential or mixed-use buildings as the main focus for attracting residents to the region, taking advantage of the great potential already built and empty land that has been unused for decades. The goal is to bring in new residents and, in turn, stimulate social and economic activity in an area of 5,72 square kilometers, which has been impacted by the economic crisis and the coronavirus pandemic.
The licensing figures for the year are promising. Of the 21 requests for licenses linked to the new urban planning rules, 17 have already been granted, totaling 1.300 residential units, and another four, which provide for 471 residential units, are under analysis. This makes a total of 1.771 residential units in the region during the period. Regarding the characteristics of the projects, of the 21 requests, 16 are conversions and five are new constructions. When we refer to the total number of residential units, it can be seen that 867 units are conversions and 904 are new constructions.
The requests are an indication of the interest in the city center and the efficiency of the plan, when compared with the number of residential units licensed in the region in the last 10 years prior to the law: from 2012 to mid-2021, 1.208 residential units were licensed in the center of Rio.
In addition to encouraging housing construction, Reviver Centro is taking a careful look at the region's public spaces. After years of social and urban decline, downtown Rio lacked impactful conservation, lighting, cleaning, landscaping, security and urban planning actions. The need for improvements is reflected in the numbers recorded by public agencies in the actions already carried out in the first areas of urban excellence implemented in Cinelândia, Largo da Carioca, Buraco do Lume, Praça Mahatma Gandhi and the entire length of Avenida Rio Branco. Task forces were set up in these locations to restore public spaces. Conservation work has since become a daily and ongoing effort. The goal is for the areas of urban excellence to expand to take over the entire 2nd Administrative Region (downtown and Lapa).
