Rio City Hall collapses building that housed the Romão Duarte Foundation, in Flamengo

The architectural complex of the Romão Duarte Foundation will be preserved with the listing - Rio City Hall On Thursday (4/5), Rio de Janeiro City Hall ordered the temporary listing of the building that housed the Romão Mattos Duarte Foundation, located at Rua Paulo VI, 60, in Flamengo. Mayor Eduardo Paes's decree takes into account the architectural quality of the buildings, which have eclectic characteristics, and the importance of the complex in the cultural and emotional landscape of the neighborhood. When a property is listed, it receives protection that prevents its demolition, alteration or loss of character.
– The listing concludes a discussion process that involved the surrounding community, the property owners and the City Hall, through the action of the Rio Heritage Institute (IRPH), combining the maintenance of a historic building with the possibility of renovation – points out the Secretary of Urban Planning, Augusto Ivan.
The IRPH, the agency responsible for safeguarding Rio's cultural heritage, assessed the property and confirmed its architectural and historical importance, especially since it was built before 1938. The Romão Mattos Duarte Foundation, linked to the Santa Casa de Misericórdia, was located there and for almost three centuries it sheltered vulnerable children. Until 1938, a “wheel of exposed children” was kept in front of the building, a rotating cylinder with a cavity on the side where children could be left. When they did so, the bell was rung and someone from the institution welcomed the new resident.
– An important architectural landmark in the Flamengo neighborhood, the former Romão Duarte Foundation complex will be restored and given a new residential use. Studies conducted by IRPH proposed the listing of the main building and guided the proposal for the new construction, aiming to protect the building and requalify the entire space – explains IRPH president Laura Di Blasi.
From the decree onwards, any physical interventions to be carried out on the listed property must be previously approved by the Municipal Council for the Protection of Cultural Heritage of Rio de Janeiro, as determined by the current Master Plan.
