City Hall closes illegal parking in the West Zone and removes 358 vehicles on the waterfront for non-compliance with decree

The teams that are still on the streets were at various points throughout the day, including the waterfront, bars, restaurants, and businesses, to verify compliance with the health measures adopted during the Covid-09 pandemic, such as the fight against crowds and the mandatory use of masks. Until the beginning of the evening of this Sunday (September 19th), Seop had registered 27 vehicle removals from Leme to Pontal due to the decree that prohibits parking on the waterfront on Saturdays, Sundays, and holidays, and also closed an illegal parking lot in the West Zone. In the actions on Saturday night (9/358), agents fined two bars for crowding and Municipal Guards, in a joint action with the PM, interrupted a wedding party with more than 26 guests and even a samba school drum section, on Ilha do Governador.

HEALTH SURVEILLANCE
On Saturday night (26/09), teams from the Sub-Secretariat of Health Surveillance of the Municipal Health Department inspected four establishments in Ipanema and Copacabana to verify non-compliance with the Golden Rules, hygiene and sanitary measures and crowds. All the places visited were in accordance with the sanitary protocols for the economic activities of bars and restaurants.
Also on Saturday, during the day, inspectors carried out 20 inspections and issued eight fines in total. Five fines were for lack of hygiene, two in Campo Grande, two in Botafogo and one in São Cristóvão. In São Conrado, an establishment was fined for lack of health licensing, the same fine applied to a grocery store in Campo Grande.
In Maracanã, 4,8 kg of products unfit for consumption were destroyed. In Jardim Botânico, a residence that was irregularly providing meals for external consumption was closed down. Inspectors also visited establishments in Leblon, Joá, Gávea, Tijuca, and Centro.
On Friday (25/09), the department's night convoy visited the four gastronomic micro-hubs — areas where there is normally a large concentration of people — located in Leblon (Rua Dias Ferreira), in Botafogo (Praça Nelson Mandela), in Tijuca (Praça Vanhargem) and in Barra da Tijuca (Avenida Olegário Maciel).

General numbers
Since the beginning of the pandemic in March, the Health Surveillance Agency has carried out 10.631 inspections focused on preventing non-compliance with the Golden Rules, lack of hygienic and sanitary conditions, and crowding in establishments. 4.750 infractions were issued and 277 establishments were closed. Of the total fines, 555 were for crowding.
Violations committed by establishments that allow crowds to gather are considered extremely serious, with fines ranging from R$15 to R$26, the latter amount being in the event of a repeat offense. The closure of these establishments has now been extended to seven days. The increase in health violations is provided for in Rio Decree 45.585/18, which regulates Law 197/18 (Health Surveillance Code, Zoonosis Surveillance and Agricultural Inspection).
To reopen, the establishment must comply with the requirements set out in the notice received at the time of closure. After that, contact the 1746 Call Center to request the closure to be lifted. The call center, in turn, notifies the Health Surveillance Department, which sends a team back to the location to check whether all requirements are being met.
MUNICIPAL GUARD
Municipal guards from the 12th Inspectorate (Ilha do Governador) carried out a joint operation on Saturday night, the 26th, with military police from the 17th BPM to verify a report of a crowd in an event space located on Ilha do Governador, in the North Zone of Rio.
Upon arriving at the location, the GM-Rio and PM convoy found that the event reported by neighbors in the region was a wedding party with more than 100 guests and musicians from a samba school drum section, as well.
With the party interrupted, the guests were subsequently leaving the venue. The woman responsible was notified by the guards and taken to the 37th DP (Ilha do Governador).
The Municipal Guard continues to patrol and monitor health violations throughout the city, including the beaches, which have 81 additional officers working on the coast on weekends, in addition to the regular staff of 190 guards in the South and West zones of the city. The officers monitor municipal regulations on the beaches, illegal parking and advise the population on the current phase of easing restrictions.
Between June 5 and September 24, the Municipal Guard recorded 7.865 health fines, 6.388 (81,22%) for not wearing masks and 402 for crowding in establishments and on public roads. Of the total, 1.772 fines were issued by the Beach Operations Subgroup, which patrols the sandbank. The agents also provide guidance to the public on the golden rules and distribute protective masks to the public during the Blitz da Vida operation. The weekend notification numbers will be consolidated into the statistics update during the next week.
Municipal guards worked together and separately on Friday and Saturday nights, the 25th and 26th, respectively, to carry out health inspections of bars, kiosks and gastronomic centers in several regions of the city, such as Copacabana, Leblon, Botafogo, Urca, Laranjeiras, Barra, Recreio, Tijuca and Vila da Penha, on Friday; and Botafogo, Laranjeiras, Urca, Leme, Copacabana, Leblon, Barra da Tijuca, Recreio, Bangu, Padre Miguel, Campo Grande, Tijuca, Engenho de Dentro and Ilha do Governador, on Saturday. The agents advised those responsible for the establishments about the municipal decree that establishes the closing time of establishments, at 1 am, in addition to having inspected crowds and lack of use of masks at the inspection points.
Due to the decree that establishes new rules for weekend parking on Rio's waterfront, officers are also working on this inspection and fining those who do not comply with the determination. As of Friday, September 25, the Municipal Guard has registered 09 traffic violations throughout the city's waterfront. The weekend fine numbers will be consolidated in the statistics update during the next week.

PUBLIC ORDER
The Municipal Department of Public Order (Seop) closed, this Sunday, September 27, a parking lot that operated without a permit, on land on the edge of the West Zone, and removed, over the weekend, 09 vehicles for failing to comply with the decree that prohibits parking, on the stretch from Leme to Pontal, on Saturdays, Sundays and holidays. The results are part of the joint actions integrated by the department to inspect businesses, parking lots and contain crowds as a measure to combat the Covid-358 pandemic.
The illegal parking lot on Avenida Lúcio Costa – Ilha 02 was closed during a joint operation to regulate the area on the Barra da Tijuca and Recreio dos Bandeirantes coastlines, which also included the seizure of 28 beach chairs, 49 alcoholic beverages, including those in glass bottles (whose sale is prohibited by street vendors), a coffee grinder and a gas cylinder. During the operation alone, 22 vehicles were fined for illegal parking, with 15 of them towed. Approximately 350 kilos of solid waste were also collected.
On Saturday morning, September 26, the task force patrolled the streets of Copacabana and Leblon, in the South Zone, where they inspected 09 street vendors, removed nine vehicles, and approached 32 homeless people, providing shelter for four of them. The actions were supported by the Municipal Guard and the Finance and Social Welfare and Human Rights departments, as well as the Towing and Drug Prevention and Care coordinators of the SEOP.
Night actions – Since Friday, September 25, SEOP has also registered 09 inspections of commercial establishments and 29 fines for irregularities such as crowding, too many tables and chairs, and lack of a permit, in nighttime operations with the Municipal Guard and the Municipal Finance Department. The agents visited points in Bangu, Padre Miguel, Campo Grande, Taquara, Vila Valqueire, Engenho de Dentro, Leblon, and Botafogo. During the operations, 15 unauthorized street vendors were instructed to vacate the public space, and four vehicles were removed for illegal parking. In the neighborhoods of the West Zone, the convoy also had the support of the Military Police.
Who can park on the waterfront? – The use of parking spaces on the waterfront on weekends is only permitted for residents, users of special parking spaces and tourists staying in hotels in the region. Residents must display their Rio Rotativo Resident Card (issued by CET-Rio) or proof of residence on the dashboard of their vehicle, and may use the parking spaces in their area. Users of special parking spaces (elderly people and people with disabilities) must display the mandatory beneficiary card. And, when checking in at the hotel, guests will receive a card with a validity period equivalent to the length of their stay, which must be displayed on the dashboard of the vehicle.
Towed vehicles: Before going to the municipal depots (São Cristóvão and Recreio dos Bandeirantes), we recommend checking whether the vehicle was towed due to illegal parking by the City Hall on the SEOP website: www.rio.rj.gov.br/web/seop. Regarding the payment of towing fees, to avoid fraud, it must be made directly at ATMs, banks and at partner essential establishments, such as supermarkets and pharmacies, and not via the internet or apps.
FARM
The Sub-Secretariat of Licensing, Inspection and Urban Control, of the Municipal Finance Department, carried out urban planning actions in the city this weekend.
The Licensing and Inspection Coordination visited the neighborhoods of Botafogo, Taquara, Camorim, Vila Valqueire, Bangu, Engenho de Dentro and Leblon in the South and West Zones of the city. In total, 25 establishments were inspected by economic activity inspectors and eleven were fined for the irregular use of tables and chairs on the sidewalks and the lack of a business license.
It is worth remembering that establishments that fail to comply with current legislation may be fined, closed and have the process of revoking their establishment license initiated.
The Urban Control Coordination Office inspected street vendors in the neighborhoods of Bangu, Engenho de Dentro, Botafogo, Tijuca, Taquara, Vila Valqueire, Copacabana, Ipanema, Leblon, Barra and Recreio, including the beaches in the South and West Zones. In total, 74 street vendors were inspected by urban control agents. Of these, five were fined and 12 were instructed to leave the public space.
Some of the fines were issued on the beaches of Barra da Tijuca and Recreio, where two beach vendors were fined for unauthorizedly offering beach chairs to swimmers and selling alcoholic beverages, which is prohibited. In total, 28 chairs and 49 drinks were seized by officers on the beaches of Barra and Recreio.
The total number of items seized this weekend was 173.
Street vendors who fail to comply with the rules in force in the decrees may be fined, have their merchandise seized and, if they persist in their irregularities, may even lose their street trading license.
