RioFilme, an agency of the Municipal Department of Culture, announced this Thursday (29/5) at Rio2C the schedule and details of the RioFilme Program to Promote Audiovisual Production in Rio de Janeiro for 2025. This year, the City Hall will invest a record R$131,1 million in resources, based on a regional agreement with the Federal Government, via Ancine, and the Audiovisual Sector Fund. Of this total, R$31,1 million has already been invested and contracted in 92 projects. The announcement was made during the panel “The future of Brazilian audiovisual production: Inclusion, sustainability and economic development”, held in the event’s Screening Room. The panel was led by Leonardo Edde, CEO of RioFilme, and featured guests such as Ancine CEO Alex Braga and the executive secretary of the Ministry of Culture, Marcio Tavares.
Leonardo Edde highlighted the importance of managing public investments so that they organically impact the sector and the municipality's economy.
– We count on the political will of our mayor, because without it, investments are useless. Only in this way can we generate predictability and trust – the basis of business – and also generate innovation and cutting-edge technology to attract other investments. The city government is betting and investing, but we cannot limit ourselves to this source. This needs to multiply, attracting other investments, impacting self-esteem, generating employment, income, social, cultural and economic development.
Márcio Tavares emphasized the importance of seeing the result of this joint work materialize, and stated that “when we find a management that sees audiovisual as a central strategy for the development and formation of an industry and the formation of language and citizenship, this partnership takes on another dimension, which is what we are seeing in the launch of this notice by RioFilme.
Alex Braga commented on the three converging pillars in the partnership between RioFilme and Ancice: transparency, in which he highlighted the Carioca Audiovisual Observatory; predictability and the creation of an investment strategy and highlighted the importance of the Agency's partnership with Rio de Janeiro.

The schedule for the Rio de Janeiro Audiovisual Development Program 2025, announced this morning, foresees that applications will open on June 25. Before that, the notices will undergo a Public Consultation for contributions from the sector. The consultation period begins on Monday (2/6) and runs until June 15. Contributions can be made via the email address: fomento.riofilme@prefeitura.rio.
The 2025 Carioca Audiovisual Development Program was organized as follows:
– R$8 million for Feature Film Distribution distributed among 10 projects with up to R$1 million
– R$59 million for Complementation or Production of Fiction and Animation Feature Films distributed in R$39 million for films with a budget above R$5 million (12 projects that will receive up to R$4 million) and R$20 million for films with a budget of up to R$5 million (ten projects will receive up to R$2.5 million)
– R$16 million for Complementation or Production of Fiction and Animation Series distributed among six projects with up to R$4 million
– R$12 million for Complementation or Production of Documentaries for Cinema, TV and Streaming distributed among 14 projects that will receive up to R$1 million
– R$5 million for Development of Projects for Cinema, TV and Streaming distributed as follows: R$1.5 million for fiction feature films (R$250 thousand for six projects); R$1.5 million for fiction series (R$250 thousand for six projects); R$1 million for feature films, TV films and animated series (R$250 thousand for four projects) and R$1 million for feature films, TV series and documentary films (R$250 thousand for four projects).
The notices were also the subject of the panel: Meeting with RioFilme – Audiovisual Development Program 2025, in which RioFilme's Investment Director, Maurício Hirata, spoke with Fabiana Trindade, representative of Ancine's Financing Secretariat. The presentation was held in the RioFilme Room also on Thursday afternoon. In the panel, Hirata detailed the criteria and rules of the 2025 notices, as well as the affirmative action policy and additional points that will be practiced by RioFilme.
