President Vargas Avenue - Fabio Motta/City Hall of Rio The Luz Maravilha Program, the result of a Public-Private Partnership (PPP) signed by the City of Rio, identified 80 new light points, which are already being modernized, in addition to the 457 LED lights initially installed in the city. Due to this update to the initial project, a contract rebalancing was recently carried out and these excess points were included. The partnership foresees an investment of R$1,4 billion in the modernization of the city's lighting.
RioLuz's replacement of old sodium vapor lamps with brighter and more efficient LED luminaires brings more safety to the streets and improves the quality of the urban environment, further highlighting the beauty of Rio. In addition, the change represented an estimated saving of R$100 million to the public coffers in 2022, since LEDs require much less energy to illuminate.
In 2021, the program was named Luz Maravilha and received a series of technical criteria for its implementation. Starting in February of that year, it began to be implemented, following criteria such as the Human Development Index (HDI), crime rate, blackout rate and regions of greatest social vulnerability. For these reasons, Luz Maravilha was launched in the West Zone, in places such as Muzema, Jardim Clarice, Camorim and Curicica. Modernizing the public lighting system is one of the goals of the PPP between Rioluz and the sub-concessionaire Smart Luz.
The first major location to be delivered, in September 2021, was Complexo do Alemão, in the Leopoldina Zone, with the modernization of 5.283 light points. In all, 15 communities were served in the region, which borders six other neighborhoods in the North Zone. And more than 60 residents were benefited, according to estimates by the Brazilian Institute of Geography and Statistics (IBGE). Complexo da Penha was the second 100% LED community, delivered in March 2022. Through the Favela com Dignidade Program, from the Municipal Department of Community Action, the residents themselves helped identify light points in alleys and at the top of the community that needed to be improved.

Sepetiba was one of the regions that benefited. Isabella Brasil, a resident of the neighborhood for 25 years, remembers that the place really needed to change in terms of public lighting:
– Rioluz is bringing innovation to the streets of our neighborhood. LED lighting has revolutionized the way we see public lighting. I pass by the main points of the neighborhood almost every day and I see that an exceptional job has been done on the main roads, such as Estrada de Sepetiba, Estrada do Piaí and the beachfront. My street is now much brighter, providing more visibility and safety to residents. It is also more aesthetically pleasing, enhancing the beauty of the streets. I can only feel grateful.
Resident of Rua do Russel, in Glória, Maria Elizabeth Guimarães also highlights the feeling of security brought by the new lighting:
– It was excellent, it brightened up a lot and increased our security. The lighting makes it harder for thieves to act, and Rioluz did an excellent job. I really support this initiative.
From the communities to the asphalt, from the alleys to the main avenues. From Leme to Pontal. The entire city was filled with LEDs. The posts that have not yet been adjusted will be serviced by the PPP during the term of the partnership. What's more, the contract provides for the replacement of steel posts with new fiber posts, which are more durable and resistant to electrical discharges. In total, there will be 34.500 fiber posts spread across squares, bike paths and parks. The PPP will last 20 years and will support the maintenance and operation of all equipment.
So far, the Luz Maravilha Program has modernized 11 of the 19 planned tunnels: Martim de Sá Tunnel (Frei Caneca); Billy Blanco Tunnel; Major Vaz Tunnel; João Ricardo Tunnel; Rebouças Tunnel; Santa Bárbara Tunnel; Noel Rosa Tunnel; Alaor Prata Tunnel (old tunnel); Zuzu Angel Tunnel, Rafael Mascarenhas Tunnel and Sá Freire Alim Tunnel are 100% in LED.

Important roads in the city also have new lighting, such as Linha Vermelha, which also received an anti-theft project in the cable junction boxes and the replacement of 8 thousand meters of copper with aluminum, with lower commercial value, in an attempt to prevent theft.
One of the main roads in the North Zone, Avenida Dom Hélder Câmara, which crosses more than ten neighborhoods in the region, is on the list of major roads that have already had their modernization services completed. Another important road for the functioning of traffic in the city, the Lagoa-Barra Highway, in São Conrado, has also been completely modernized, as have Presidente Vargas Avenue, in the Center; Ayrton Senna and das Américas Avenue, in Barra da Tijuca; and Santa Cruz Avenue, in Realengo. Estrada do Pau Ferro, in Jacarepaguá; Doutor Satamini and Hadock Lobo Streets, in Greater Tijuca; and Cesário de Melo Street and Estrada do Campinho Road, in Campo Grande, have also been reopened.
The Leme, Copacabana, Ipanema, Leblon, Praia Vermelha, Barra da Tijuca, Recreio and Pontal waterfronts are also 100% LED. New lighting was also inaugurated on the Barra da Tijuca pier and on Gigoia Island.
