The Marquês de Sapucaí hosted the first day of parades of the samba schools of the Special Group this Sunday (19/02). Six groups passed through the Sambadrome: Império Serrano, Academics of Grande Rio, Independent Youth of Padre Miguel, Unidos da Tijuca, Academics of Salgueiro and Estação Primeira de Mangueira.

At Terreirão do Samba, the program started at 20 pm and featured shows by KS2, Balacobaco, Arlindinho and Rio Samba Show, with Ito Melodia, Leo Nunes, Evandro Malandro and Wantuir.

PUBLIC ORDER AND MUNICIPAL GUARD

In order to regulate traffic, the Municipal Department of Public Order (SEOP) and the Rio Municipal Guard (GM-Rio) issued 412 fines and towed 40 vehicles. SEOP agents seized more than five thousand products sold illegally, as well as gas cylinders, advertising signs and carts. 388 illegal street vendors were removed from the streets.

The municipal guards recorded eight cases of assistance to people who suffered from sudden illness, most of which were during Carnival parades. There was also an arrest after a team from the Dog Operations Group (GOC) was caught stealing a traffic sign in the Leopoldina region, which was working on Operation Carnival. The incident occurred on Avenida Francisco Bicalho, in front of the Unidos da Tijuca Samba School. The man was arrested and taken to the 17th Police Precinct (São Cristóvão), where the incident was reported under Article 157 of the Penal Code. According to the municipal guards, the suspect became very aggressive when approached and threatened to throw the sign at the officers and vehicles passing by. He also said he would sell the plate for R$200. Since Friday (17/02), inspectors have issued 1.084 fines to vehicles, towed 148 for illegal parking and removed 996 illegal street vendors from the streets.

 

HEALTH

In more than 11 hours of operation on this first night of the Special Group, the seven medical posts set up by the Municipal Health Department (SMS) in Sapucaí provided assistance to 505 people, of which 33 needed to be transferred to municipal hospitals. Most of the patients had intoxication due to excessive alcohol consumption, foot injuries, sprains, malaise and high blood pressure. The posts are located in sectors 1, 2, 7, 8, 10, 11 and Apoteose and will operate until the last day of the parades.

On the first night of the Special Group, teams from the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (Ivisa-Rio) seized 11 jars of hair styling ointments, which are banned by the National Health Surveillance Agency (Anvisa) through a precautionary injunction or seizure order. A device for laser aesthetic procedures was banned.

Ivisa-Rio also collected 22 food samples for analysis by the Municipal Public Health Laboratory (LASP) and placed 140 signs with information on the legislation restricting smoking in fully or partially enclosed public spaces. Agents from the Health Surveillance Department are also working at the Sambadrome, carrying out epidemiological monitoring and being alert to any atypical scenarios that could pose a risk to public health. Basic health surveillance training and guidance was provided to the teams at the medical posts and information on possible occurrences and diseases subject to mandatory notification was shared.

In addition to Sapucaí, the SMS is present at the street carnival. There are four medical stations that will operate during all weekends in February to provide support to a total of 49 blocks in the downtown and south zone circuits. This Sunday, the blocks' stations assisted 63 people. Two had to be transferred to hospitals in the network. Since the beginning of the month, the street carnival stations have already provided care to 242 people, with 19 transfers.

 

COMLURB

The first night of the Special Group Samba School parades at the Sambadrome, this Sunday (19/02), generated 66,4 tons of waste. In the internal area of ​​the Samba Runway, 47,3 tons were removed, of which 42,9 tons were organic waste and 4,4 tons were potentially recyclable material. The cleaning of the external area generated 19,1 tons of waste. Since the pre-cleaning of the Samba Runway, in the two days before the official opening, the amount of waste removed totals 264,4 tons, of which 244,9 tons were organic waste and 19 tons were potentially recyclable materials.

The Nova Intendente Bronze Series parades on Avenida Ernani Cardoso on Sunday night generated 7,8 tons of waste, accumulating 14,2 tons of trash since the beginning of the parades on the new stage of the Rio Carnival. The Chegando de Surpresa group, made up of street cleaners who use music and dance in awareness campaigns, is opening the Nova Intendente Carnival every day.

In street blocks, since the beginning of pre-carnival, on the 4th of this month, Comlurb has already collected 466,2 tons of waste, 138 tons of which were collected from this Sunday's groups.

The groups that registered the most weight on Sunday were Simpatia é Quase Amor, with 25,5 tons, Areia, with 23 tons, and Bangalafumenga, with 3 tons. Since then, the Lixo Zero teams have issued 22,8 fines, 710 for dumping small amounts of waste, costing R$258, and 273,09 for urinating in public, costing R$441. Another 748,21 fines were related to various articles of the Urban Cleaning Law.

Comlurb has mobilized up to 3.657 street cleaners per day for this Carnival. Up to 889 street cleaners are working daily to clean the inside of the Sambadrome, with the support of 21 vehicles, including 14 compactor trucks, four dump trucks, two mini dump trucks and a water tanker to wash the track with reused water. Another 34 pieces of equipment are being used: 20 blowers, 12 mini sweepers and two compactors. Comlurb is collecting potentially recyclable material on the Samba Runway, with the exception of cans, which is the responsibility of a cooperative. There are 22 street cleaners for selective collection services. Another 20 are working to clean the seven health clinics on Marquês de Sapucaí. 800 240-liter containers have been installed for the correct disposal of waste.

In the external area, including Terreirão do Samba, there are up to 145 street cleaners per day with the support of two compactor trucks. 100 240-liter containers were installed. Avenida Ernani Cardoso, known as Nova Intendente, has up to 131 street cleaners per day, working with the support of six compactor trucks, a large sweeper and two mini-sweepers. Throughout the area, Comlurb has placed 200 240-liter containers.

Comlurb also has teams of street cleaners to clean the city's official dances. Up to 2.450 street cleaners work at the largest groups per day to clean the street blocks. Up to 1.000 240-liter containers and 700 1.200-liter metal boxes have been made available at the street blocks. The support vehicles include up to 57 compactor trucks, 16 dump trucks, eight large sweepers, 18 water tankers and 19 jet wash vans to clean the streets with recycled water. The equipment also includes up to 90 blowers, 40 backpack sprayers and 18 medium-sized sweepers. The company is using backpack sprayers with eucalyptus at the end of the street blocks' routes to eliminate odors on the streets.

 

SOCIAL ASSISTANCE

On the third night of carnival, opening the parade of the samba schools of the special group, the Department of Social Assistance placed the prevention block at the Sambadrome and Intendente Magalhães and distributed, free of charge, 670 bracelets for identification of children and adolescents, which provided greater security for families.

In order to guarantee the rights of children and adolescents, prevention campaigns on child labor and sexual abuse and exploitation are being carried out by teams from the Department of Social Welfare and the Municipal Council for the Defense of the Rights of Children and Adolescents. One of the actions is the distribution of 875 educational materials in Sapucaí and Nova Intendente. Two incidents related to children who were victims of child labor were recorded.

To raise awareness about the issue of “dispersal is not a place for fun,” the warning is included in 500 information leaflets that were handed out to partygoers at the Sambadrome. Teams from the Department of Social Welfare, the Guardianship Council, the Municipal Guard and the CMDCA worked continuously to prevent children from circulating in the dispersal area by approaching parents and guardians.

Actions were also carried out in the boxes and boxes to identify children and adolescents under 16 years of age who were unaccompanied or consuming alcohol and drugs. The work of the Department of Social Welfare, CMDCA and the Guardianship Council continued throughout the days of Carnival.

 

POLICIES AND PROMOTION OF WOMEN

On Sunday night, two women were treated by the Municipal Women's Secretariat team after a physical assault during a disturbance in the grandstand of sector 9, Marquês de Sapucaí. A police report was filed and the women underwent a forensic examination, and the secretariat team provided assistance with a psychologist and a lawyer, who helped the victims to move to another grandstand to watch the parades. So far, this was the total number of services provided during Carnival 2023.

 

CET-RIO

The special traffic operation in the city center, on Avenida Ernani Cardoso and on the access roads to both areas began on Thursday (16/02). There are 250 operators per day, including CET-Rio agents and traffic support workers, who work to maintain fluidity, prevent illegal parking, organize intersections, guide pedestrians and set up roadblocks.

The team has 9 tow trucks to clear roads, 43 motorcycles and 25 operational vehicles. 23 variable message panels, both fixed and mobile, are also being used to provide information on closure times and traffic conditions.

The City Hall Operations Center monitors the entire event area through cameras, allowing CET-Rio technicians to implement adjustments to the traffic light schedule with the aim of ensuring the flow of traffic.

TRANSPORT

Rio de Janeiro City Hall has prepared a special operation for the public transportation system during Carnival. The recommendation is that the population plan their trips considering the closures that are occurring around the Sambadrome, in the city center, and Estrada Intendente Magalhães, in the North Zone.

Bus routes have undergone changes to routes that pass through closed areas. The subway and Supervia operate during the early hours of the morning, and taxis have pick-up points around the Sambadrome.

IMPORTANT RECOMMENDATIONS

Preferably use public transport (train or subway);

If you are boarding at Santos Dumont Airport or Rio Bus Station, try to arrive at the terminal early;

Avoid driving in areas where there will be street parties and floats;

Look for alternative routes. There are a large number of road closures throughout the city, with the movement of floats, blocks and processions;

During Carnival, the city council monitors the concentration of people in the Lapa region, however, there are no plans to close traffic in the area;

Respect the parking bans and pay attention to the restricted hours, as trailers are circulating around the city;

To ensure the safety of party-goers, we inform you that crossing must be done exclusively in the pedestrian crossing and always with extra care;

It is very important that the instructions of traffic agents and all signage installed in the area are respected;

Residents with private cars who have a parking space in the closed-off area of ​​the Sambadrome must use the Largo do Estácio access, always carrying proof of residence (electricity, gas, telephone bill) in their own name.
