Four schools opened the first day of the Special Group this Sunday (02/03) at Marquês de Sapucaí. Unidos de Padre Miguel, winner of the Série Ouro last year, was the first to enter the avenue. Next, Imperatriz Leopoldinense, Viradouro and Mangueira completed the new format of the party, which, starting this year, will have three consecutive days of parades and samba circles at Praça da Apoteose. The first day featured Cacique de Ramos. 

Afro-Brazilian religiosity prevailed in the themes of Unidos de Padre Miguel, Imperatriz Leopoldinense and Viradouro. Verde e Rosa, which closed the first night, brought to the avenue the influence of the Bantu peoples on the cultural formation of the city of Rio de Janeiro. 

In addition to all the excitement at the schools, the Oscar for best foreign film for “I’m Still Here” was announced at Marquês de Sapucaí and sent the crowd into a frenzy. On the other side of the city, at Intendente Magalhães, the news was also received with great euphoria by partygoers.

This Sunday, the traditional stage in the North Zone hosted the opening of the Silver Series parades, which will be worth a spot in Sapucaí next year. An audience of around 45 people watched the ten schools until early this morning (check out the full schedule in this bulletin).

Among the city's festivities, Terreirão do Samba had a lively Sunday with Jorge Aragão, Tiee, Gustavo Lins, Flávia Saolli and DJ. In the city center, the traditional Baile da Cinelândia and the procession of the Blocos de Embalo and de Enredo, on Avenida Chile, completed the Carnival Sunday program.

In addition, the street party continues throughout the city. Leblon Beach was taken over by the Areia street party, which brought together revelers in the typical Rio summer atmosphere. In Vila Kosmos, Charanga Talismã filled the neighborhood streets. In the city center, the traditional Cordão do Boitatá gathered its fans at Praça Tiradentes. And in the afternoon, at Largo São Francisco da Prainha, the Marcha Nerd brought together a variety of costume models.

In total, 52 blocks took to the streets this Sunday, with around 500 thousand revelers. Until Ash Wednesday, more than 240 blocks shake up the city, not to mention the others 38 that parade on the weekend after carnival.

PUBLIC ORDER AND MUNICIPAL GUARD

Agents act on 27 principles of riot

During traffic inspections, 148 fines were issued 

Last Sunday (02/03), the Public Order Secretariat (SEOP) and the Rio Municipal Guard (GM-Rio) carried out actions to organize, inspect and control traffic throughout the city, focusing on the South and Central zones — regions that concentrate the largest number of street blocks —, in addition to the Sambadrome, to ensure compliance with the rules during the samba school parades. 

During the operations, SEOP agents seized hundreds of irregular products, such as various drinks and glass bottles, the sale of which is prohibited for security reasons.

The teams also seized another identification badge and a street vendor's vest that were being used by unauthorized third parties at a street party in the South Zone. The improper use of these items is prohibited by the regulations for street vendors at Rio's Street Carnival. The information will be forwarded to the Civil Police for investigation into possible illegal sale of the license.

During traffic inspections, 148 fines were issued, in addition to 66 removals due to illegal parking.

On Sunday (02/03), during the Toca Raul Block parade in downtown Rio, guards from the Mobile Tactical Group (GTM) took a suspect of committing robberies into custody, following reports from revelers. Knives were found on him, which were also seized and taken to the police station. In total, GM-Rio teams recorded three arrests. There was also a report of a lost child who was returned to his guardians at a block party in Barra da Tijuca. The municipal guards also worked to contain 27 riots and helped 21 people who had some type of sudden illness.

Closures for parades and alternative routes

Streets will be closed again at 19pm and reopened at 7:30am on subsequent days

The closures implemented for the Grupo da Série Ouro parade remain in place, except for those on Rua Frei Caneca and Viaduto 31 de Março, which were reopened to traffic at 7:30 a.m. on Sunday (02/03). The roads will be closed again at 19:7 p.m. on each parade day and reopened at 30:XNUMX a.m. on subsequent days.

Throughout this Monday (03/03) and Tuesday (04/03), several blocks are scheduled to parade in the central region of the City.

During Carnival, during traffic interventions for the parades at the Sambadrome, the Leisure Area at Praça da Cruz Vermelha and the parking lot on Avenida Presidente Vargas for SAARA businesses are suspended.

Circulation alternatives

Vehicles coming from Avenida Francisco Bicalho, towards the Center, should follow Avenida Paulo de Frontin, Praça Condessa Paulo de Frontin, Rua Estrela and Rua Itapiru until access to the Martim de Sá Tunnel.

Vehicles coming from Praça da Bandeira, towards the Center, must access: Rua do Matoso, Rua Haddock Lobo, Avenida Paulo de Frontin, Rua Estrela, Rua Itapiru and, under the exit of the Santa Bárbara Tunnel, follow the Martim de Sá Tunnel until Rua Riachuelo.

Vehicles coming from Avenida Brasil and Ponte Rio-Niterói, heading to the Center and South Zone, must use the Marcello Alencar Tunnel, except during the early hours of the morning, when floats are moving.

Vehicles coming from Praça da Bandeira, towards the Center or Botafogo, through the Santa Bárbara Tunnel, should follow: Rua do Matoso, Rua Haddock Lobo, Avenida Paulo de Frontin, Praça Condessa Paulo de Frontin, Rua Estrela, Rua Itapiru, Rua Dr. Agra and the Martim de Sá Tunnel, to the Center. To Botafogo, you should follow the same route to Rua Dr. Agra and take the return to access the Santa Bárbara Tunnel.

Parking ban

To preserve the exit circulation of floats and pedestrians, in addition to the places where there are already regulations prohibiting parking, parking around the Sambadrome will be prohibited at 10 am on Wednesday, on the roads inside the blockades and on the main streets and avenues in the central region.

How to get to the Sambadrome

SUBWAY

The public from the even-numbered sector will be able to use the Cidade Nova, Estácio and Praça Onze stations. And those destined for the odd-numbered sector will have to use the Central do Brasil station.

They must use the Central do Brasil station.

TRANSPORT

Special operation to serve partygoers
Buses, BRT, VLT, Metro and Supervia operate on extended hours

The Municipal Department of Transportation has scheduled a special operation for the public to travel to the Sambadrome, in the city center, and to Estrada Intendente Magalhães, in the North Zone. Buses, BRT, VLT, Metro and Supervia will be operating during the early hours of the morning, and taxis will operate at pick-up points around the Sambadrome.

The operation of night bus transport services serving the Sambadrome region has been reinforced, with the option of integration with the Gentileza Terminal:

  • Lines 104 / SN104 (Gentileza Terminal x São Conrado)
  • SN309 (Gentileza x Alvorada Terminal), with a stop on the side lane of Avenida Presidente Vargas, towards Praça da Bandeira.

The BRT will be operating 24 hours a day during Carnival. To get to the Sambadrome via Gentileza Terminal, the public can connect with the VLT or lines 104/SN104 (Gentileza Terminal x São Conrado) and SN309 (Gentileza Terminal x Alvorada).

To get to Estrada Intendente Magalhães, the public should use the Campinho or Pinto Teles stations, which will have special opening hours. The return journey, after the parades, should be via the Paulo da Portela Terminal, starting at 4 am, or via the Madureira – Manaceia station, which will be open 24 hours.

Until Tuesday (04/03) and also on Saturday (08/03), taxi access to the blocked areas of the Sambadrome will be as follows:

  • Blockade starts at 19pm; until 20pm, all taxis with passengers are allowed to use the area (for disembarking);
  • From 20pm until the end of the lockdown: only Taxi.Rio accredited with QR Code;
  • Special taxi for people with disabilities can access the blocked area without restriction.

During Carnival, MetrôRio will operate until 23:59 p.m. on Wednesday (05/03). For the Champions Parade (08/03), it will operate from 5 a.m. on 08/03 (Saturday) to 23 p.m. on 9/03 (Sunday). To access the Sambadrome, for even-numbered sectors, disembark at Praça Onze station (concentration at the Post Office Buildings).

Supervia has prepared a special plan to ensure the mobility of revelers during Carnival, with extra trips throughout the day and in the early hours of the morning. The service will be provided on the branches of Japeri, Santa Cruz (including Deodoro), Saracuruna and Belford Roxo. The Central do Brasil Station will be open 24 hours until the last train on Wednesday (05/03). During the early hours of the morning, all other stations will only operate for disembarking passengers.

Between Saturday (March 1) and Wednesday (March 03), trains will operate using the Saturday timetable as a reference for the entire operation. Additional trips will be made throughout the day, depending on demand, and there will be additional departures from Central do Brasil in the late evening. On Thursday and Friday after Carnival (March 05 and 03), trains will operate according to the weekday timetable, with adjustments according to demand.

HEALTH

Sambódromo medical posts serve 465 people

In total, over the three nights, there were 1.134 services with 81 removals.

On the third night of parades at the Sambadrome, the first of the Special Group, the six medical posts of the Municipal Health Department (SMS) treated 465 people from 19 pm on Sunday (02/03) until 6 am on Monday (03/03). Of these, 29 needed to be transferred to hospitals in the network. In total, over the three nights so far, there were 1.134 patients treated, with 81 removals. Most of the cases were due to trauma from falls, cuts, sprains, exogenous intoxication from excessive alcohol consumption, and malaise and high blood pressure due to the effort of the parade.

Involving 200 professionals and 16 ambulances with advanced support (mobile ICU), the special SMS scheme at the Sambadrome has a structure with 32 beds, seven of which are advanced support beds, and 12 hydration chairs.

Health Surveillance

In order to detect possible events of public health relevance, the Health Surveillance Superintendence continues to work at the Sambadrome with a team from the Strategic Information Center for Health Surveillance (CIEVS-Rio) monitoring care at medical posts. On the third day of parades, 17 occurrences requiring compulsory notification were identified, but no diseases or conditions of epidemiological concern were recorded.

Health Surveillance Actions

On this third night of the parades, teams from the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (Ivisa-Rio) made 57 visits to food services, medical care stations, ambulances, stands and facilities at the Sambadrome. Three infraction reports were issued for lack of cleanliness in food handling or facilities, expired medicines or supplies, and medicines and/or makeup not registered with Anvisa. In total, 42 food samples were collected for analysis by the Municipal Public Health Laboratory (LASP). 

45 adhesive signs were also displayed with information about legislation regarding smoking restrictions in fully or partially enclosed public spaces.

 

COMLURB

On the first night of the Special Group, the amount of waste exceeds 67 tons

Carnival operation mobilizes 8.500 street cleaners at all carnival spots in the city

The first night of parades of the major samba schools of the Special Group, this Sunday (02/03), resulted in the removal of 67,6 tons of waste, 42 tons of which were from the internal area, 6,8 tons of potentially recyclable materials, in addition to the 18,8 tons of waste in the external part of the Sambadrome. 

In addition, the street blocks that took place on Sunday generated 104,3 tons of waste. Among them, the highlights were the Cordão do Boitatá block, with 12,7 tons; the Areia block, with 9,54 tons; and the Simpatia é Quase Amor block, with 8,5 tons.

The parades on Intendente Magalhães, on Avenida Chile, and the popular dances held in the neighborhoods generated 131 tons of waste on Sunday.

To ensure efficient cleaning, Comlurb mobilized around 8.500 street cleaners at all party locations, including the Sambadrome, street blocks, Intendente Magalhães and popular dances. The cleaning operation involves more than 200 motorized vehicles and 12.500 containers of different capacities (240 liters and 1.200 liters) for the correct disposal of waste by partygoers.

Comlurb's mega cleaning operation takes place before, during and after the parade of samba schools and blocks, covering the main roads, access roads and adjacent streets, with mechanized sweeping, washing, emptying of waste bins and containers and waste removal services. This year, the Company used 20 thousand liters of soap and 5 thousand liters of eucalyptus essence, more than double the amount used last year. These products are applied after hydraulic cleaning and in sprayers, especially in the chemical toilet areas, providing a more pleasant environment for partygoers.

Comlurb also cleans the medical stations installed in the parade areas of the megablocos, in the Center, and the four medical stations at the Sambadrome, with the support of two street cleaners in each unit.

SMAS distributes 1.254 identification bracelets on the first day of the Special Group parades

The community space welcomed children of street vendors who work during Carnival

The Municipal Department of Social Welfare (SMAS) continued its mission to protect children and adolescents during Rio's Carnival. On Sunday (02/03), the first day of the Special Group parades, 1.254 children and adolescents received identification bracelets at the main points of the festivities.

Distribution was carried out in the following locations:

Marquis of Sapucaí (Special Group) – 149 bracelets

Intendente Magalhães Avenue (Plot Blocks) – 500 bracelets

Sympathy is Almost Love – 230 bracelets

Realengo Park Susana Naspolini – 375 bracelets

In addition, 12 children were served at the Community Space, where sons and daughters up to 24 years old of street vendors who work during Carnival receive care, food and recreational activities. The action is carried out at the Rachel de Queiroz EDI, next to the Sambadrome. In Intendente Magalhães, Simpatia é Quase Amor and Parque de Realengo, there was no adherence to the service.

These initiatives are part of the SMAS campaign during Carnival: “Respect my samba, childhood and our rights: protection is the general block”.

 

WOMEN

The number of professionals specializing in supporting victims of harassment and violence during Carnival has tripled this year

The Special Secretariat for Women's Policies and Care of the Rio City Hall held two outreach events in the city on Sunday (02/03). The teams from the Safer Carnival for Women campaign are located in Sapucaí, on Estrada Intendente Magalhães, in the North Zone, and at the main street parties. The goal is to support partygoers, tourists and workers, in addition to raising awareness about violence and sexual harassment. The secretariat has tripled the number of specialized professionals to provide immediate support and assistance to women in cases of harassment or violence, as well as emergency referrals, through a partnership with L'Oréal Paris. Last year, there were 88 mobilizers; this year, there are 270.

Folia Verde reaches the mark of 11 tons of solid waste collected

At the Sambadrome, an interactive space welcomes revelers for educational activities on sustainability

The Municipal Department of Environment and Climate (SMAC) continues its environmental education initiatives during Carnival through the Folia Verde campaign, bringing awareness and sustainability actions to the main carnival centers. With waste collection and separation in Sapucaí and street blocks, SMAC has already collected 11 tons since last Friday (28/03). 

Sustainable Sapucaí

On the opening night of the Special Group parades, the Secretary of Environment and Climate, Tainá de Paula, presented the Rio Carnaval directors with the Folia Verde Seal, which verifies the greatest show on Earth as a sustainable show. 

– The idea is that we can reduce the production of waste and eliminate the impact on the Sapucaí Carnival, generating employment and income, and bringing improvements, such as quality of life not only for Carnival, but for thousands of people, thousands of families who derive their livelihood and work from this celebration – commented Secretary Tainá de Paula. 

In addition, the public took advantage of the stands distributed throughout the Sambadrome, where an interactive space welcomes revelers for educational activities and information about SMAC's actions in favor of sustainability during Carnival.

Rio Carnival: Conscious Partygoers, Cleaner City

Waste collection professionals marched through street blocks, encouraging the correct separation of waste and distributing informative materials on the importance of recycling. The activity was attended by the Environmental Education Center (CEA), with members interacting with revelers through fun and educational activities on topics such as responsible disposal, conscious consumption and nature preservation.

This Sunday (02/03), the following blocks received the Seal: Divinas Tretas; Cordão do Boitatá; Largo o Machadinho, I Just Won't Let Go of Suquinho and the Arteiros da Glória Block.

The Folia Verde campaign reinforces SMAC's commitment to building a greener and more sustainable Rio de Janeiro.

CONSERVATION

Teams on standby to keep drainage galleries clean

Opening of the Special Group took place without emergencies in the conservation area

The General Coordination of Special Operations, of the Municipal Department of Conservation and Public Services, cleaned 46 drains and unblocked the branches of Marquês de Sapucaí, after the third night of parades. There were no emergency calls during the early hours of the morning.

CONSUMER PROTECTION

Procon inspects 21 more establishments in Sapucaí

Nine of them received instructions for adjustments

On the first day of the Special Group parade, this Sunday (2), the Consumer Protection and Defense Secretariat, through Procon Carioca, inspected 21 more establishments in Sapucaí. Nine of them received instructions for adjustments. Among the problems found were: lack of accessibility for people with disabilities, opening hours, identification in food storage and handling, mandatory signage and certificates. During the three days of parades, Procon Carioca inspectors carried out 75 inspections in total.

Cinelandia Dances

In addition to the street parties and the spectacular parades of Sapucaí, there is another option for partying that has become a tradition in the city: the Cinelândia dances. On the stage set up in front of the steps of the City Hall, various artists and an orchestra will entertain with a selection of carnival themes and classic marches during the four days of the program.

The Folião Original Contest this Monday will be in the originality/clown category, and the Baile da Cinelândia will feature Orquestra Tupy, Tom da Bahia, Vladimir Cabanas and much more.

The highlights of the morning: Come Here My Flower, on Avenida Marechal Câmara, in the Center; Que Pena Amor, in Praça Mário Lago; and Sargento Pimenta, a classic that brings together the Beatles and Carnival, in Aterro, and celebrates 15 years, paying homage to Elis Regina. In the afternoon, A Rocha da Gávea brings joy in Lagoa, in the South Zone.
