The Estácio de Sá samba school parades on the second day of the Série Ouro (Gold Series) - Marcos de Paula/Rio City Hall Rio's Carnival is in full swing and, on Saturday (February 14th), the Marquês de Sapucaí was the stage for the last day of parades of the Série Ouro samba schools. Eight groups performed on the Samba Runway: Botafogo Samba Clube, Em Cima da Hora, Arranco do Engenho de Dentro, Império Serrano, Estácio de Sá, União de Maricá, Porto da Pedra and Unidos da Ponte, ending a night marked by thematic diversity, emotion and great shows.
In total, 15 schools compete for the Gold Series title and a spot in the Special Group. Each year, the groups dedicate themselves intensely to winning over the public and the judges, seeking a place among those that parade from Sunday to Tuesday at the Sapucaí.
With a delay of about half an hour, the Botafogo Samba Clube school began the second day of the Série Ouro parade. The group paid homage to the landscape architect and visual artist Roberto Burle Marx and showcased the vibrant colors of its costumes. Immediately afterwards, Em Cima da Hora, a group from the Cavalcante neighborhood in Rio's North Zone, celebrated the strength of women with its theme "Hail All the Marias, Laroyê Pomba Giras".
Arranco do Engenho de Dentro, the third group to parade down the avenue, paid homage to the first Black female clown in Brazil, Maria Eliza Alves dos Reis. The school featured the honoree's granddaughter, Mariana Gabriel, known as the clown Birota, who was a highlight on the last float.
The Império Serrano samba school brought the writings of Conceição Evaristo, one of the greatest figures in Brazilian literature, to the Sambadrome. With the power of its percussion section marked by agogôs, the school put on a beautiful parade, which was mainly enhanced by the presence of the writer, who was featured prominently in the opening float and greeted by the entire avenue.
With a parade full of religious symbolism and community identity, the traditional Estácio de Sá samba school presented the theme “Tata Tancredo – The Black Pope in the Estácio Terreiro”. The school built a vibrant tribute that exalted ancestry, faith, and cultural resistance throughout the entire presentation.
The sixth group of the night, União de Maricá, presented the theme “Berenguendéns e Balangandãs,” exploring with aesthetic and historical richness the adornments and symbols linked to the culture of Bahian women and Afro-Brazilian heritage. As the last float of the group was exiting, a man was struck by the float and rescued by firefighters, treated and stabilized at the medical post of the Municipal Health Department at the Apoteose. With a serious fracture in his right leg, he was transferred to the Souza Aguiar Municipal Hospital. Two other young men suffered minor injuries and were taken by stretcher bearers to the medical post; one was treated and released, and the other was sent to the Miguel Couto Municipal Hospital for further examination. Due to the incident, the school's performance exceeded the 55-minute limit.
One of the highlights of the night, Unidos do Porto da Pedra, from São Gonçalo, dedicated its parade to sex workers, aiming to give visibility to the discussion about women's rights and humanization. Unidos da Ponte, which closed the Série Ouro parades in 2026, celebrated Rio's Black roots with the theme "Tamborzão – Rio is a party! Power is Black!".

On Intendente Magalhães Road, thousands of people watched the first day of parades of the Group 1 Samba Schools. The following groups paraded down the "popular samba catwalk" this Saturday: Birita Mas Não Cai, Império do Gramacho, Vai Barrar? Nunca!, Cometas do Bispo, Unidos do Alto da Boa Vista, União da Ponte, Novo Horizonte, Renascer de Vaz Lobo, Unidos do Bandeirantes and Do Barriga.
The festivities in the region continue with the Silver Series parades, which take place on Sunday and Monday of Carnival, continuing the spectacle and maintaining the avenue as one of the main stages for samba in the city.
On Avenida Chile, the Bira Presidente circuit celebrated the tradition of the Group 2 Carnival Parades, with performances by Quilombo da Baixada, Resistentes da Lapa, Mocidade Unida de Manguariba, Raízes da Tijuca, Amigos do Tinguá, Mocidade Mineira, Do China, Diamante and Independente de Nova América.
The musical program also entertained the public at Terreirão do Samba, with shows by Juninho Thybau, Roda de Samba do Beco do Rato, Davi Quaresma, Gamadinho and Pedro Menezes, in addition to the sound of FM O Dia. This Sunday (15), Vitinho and Ferrugem are the main attractions that take to the stage to entertain the public with lots of samba and pagode.
Street carnival groups attract over 500 people.
This Saturday, around 56 street bands paraded through the streets of Rio. The highlight was the traditional Cordão da Bola Preta, which attracted around 500 revelers to the Preta Gil mega-band circuit in the city center. Groups like Céu na Terra, Banda de Ipanema, and Escangalha also drew huge crowds.

This Sunday (15²), four schools from the Special Group take over the Marquês de Sapucaí: Acadêmicos de Niterói, Imperatriz Leopoldinense, Portela and Mangueira. Meanwhile, the schools from the Silver Series begin their parades on Intendente Magalhães, while the street bands continue to liven up Avenida Chile. In the city center, the traditional Cinelândia Ball completes the program.

OPERATIONS AND RESILIENCE CENTER
The Rio de Janeiro City Hall's Operations and Resilience Center (COR-Rio) monitored the second day of Carnival using over 5,000 cameras spread throughout the city and four drones exclusively for Carnival 2026. The parade of the mega-bloc “Cordão do Bola Preta” in the city center, in addition to more than 240 street blocks, and the opening of the parades on Intendente Magalhães, in the North Zone of Rio, were the highlights of this Saturday night (February 14th). More than 100 devices were used to monitor the area surrounding the Preta Gil Block Circuit and the neighborhoods of Campinho, Oswaldo Cruz, Praça Seca, Madureira, and Cascadura.
At the Marquês de Sapucaí, teams located at the COR's advanced base used more than 400 cameras and three drones to monitor the area and assist in rapid response actions.
The 61 stages scattered throughout various neighborhoods of Rio were also monitored by the teams.
COR-Rio monitored the start of road closures, the movement of floats, the arrival and dispersal of the public, the flow of people returning home, and the overall movement throughout the city. It's worth noting that, during the parade days, images from cameras and drones will be transmitted on the video wall in the COR Situation Room, in a special layout designed to facilitate the work of the operators mobilized at the Operations Center. COR-Rio has more than 5.500 of its own cameras positioned at different points in the city. All this technology enhances the analytical capacity of the operators in the Situation Room.
Tourists and locals should download the COR.Rio app to stay informed about key events: traffic blockages, weather forecasts, and road closures. The COR app is free, available for Android and iOS in app stores, and has versions in Portuguese, Spanish, English, French, and Chinese. It's worth remembering that road closures related to the parades will also be available on the Waze app, a COR-Rio partner, thus preventing users from getting stuck in traffic jams caused by the parades.
It is important to remember that the city has been at level 3 of the Heat Protocol (HEAT 3) since 11:40 am this Friday (February 13th), due to the recording of high Heat Indices (HI) – from 36ºC to 40ºC – with a forecast of remaining or increasing for at least three consecutive days.
PUBLIC ORDER AND MUNICIPAL GUARD
The Municipal Secretariat of Public Order (Seop) and the Municipal Guard operated throughout Saturday at approximately 50 street carnival groups, on the second day of the Série Ouro parades (Marquês de Sapucaí) and the first day of parades on Intendente Magalhães. Highlights of the street carnival groups included the Cordão da Bola Preta, the traditional Céu na Terra, and the Banda de Ipanema. All three groups concluded without incident. In total, agents seized over 500 glass bottles at various points in the city, 78 of which contained distilled beverages. The operations also resulted in the seizure of items such as barbecue grills, unlicensed food carts, and shopping carts.
The teams worked at the gathering points, monitored the routes and also the dispersal of the groups, carrying out urban order enforcement actions and monitoring illegal street vendors, paying special attention to the seizure of glass bottles, which are prohibited and can cause accidents.
The municipal guards also focused on monitoring and enforcing traffic laws, operating roadblocks, guiding pedestrian crossings, and curbing illegal parking and obstruction of public areas, among other irregularities.
The GM and SEOP teams provided assistance to citizens on the streets of Rio over two thousand times, mostly with information. The municipal guards also seized ten knives from street vendors during access control operations at the carnival blocks and made one arrest for cell phone theft.
At the Marquês de Sapucaí, the operations took place both inside and outside the Sambadrome. Outside and in other parts of Rio, inspection teams approached 298 street vendors through actions by the Urban Control Coordination (CCU). Agents seized more than 500 glass bottles. Inside the Sambadrome, teams were present around the health posts set up and also at the entrances to the stands.
At strategic points in Sapucaí, teams from the Maria da Penha Patrol (RMP) were positioned to act in the enforcement of flagrant cases of violence against women and in emergency support, in addition to publicizing the Specialized Care Network, in support of the Special Secretariat for Policies and Promotion of Women.
The Municipal Guard and SEOP (Special Operations Secretariat) issued 292 traffic tickets this Saturday. In the Marquês de Sapucaí region alone, the guards operated at 81 roadblocks. Throughout the city, 43 vehicles were towed to public impound lots. The agents were supported by 60 operational vehicles and eight tow trucks in the vicinity of the Sambadrome alone.
Nearly two thousand agents participated in operations throughout the city this Saturday, 950 of them in the area surrounding the Sambadrome alone.
CET-RIO
CET-Rio is maintaining special traffic operations to ensure road safety during the 2026 Rio Carnival for the samba school parades at the Sambadrome and Intendente Magalhães Avenue, and for the street parades on the Avenida Chile Bira Presidente circuit. The operations aim to reduce the impact on the city's mobility and promote traffic flow in the downtown and northern zones. On average, 310 traffic operators are deployed at roadblocks and to guide drivers, in addition to municipal guards and traffic controllers, with the support of 30 patrol cars, 45 motorcycles, and 24 tow trucks.
For road signage and driver guidance, CET-Rio uses approximately 2.500 cones and traffic cones at traffic blockades, in addition to 900 pennants and banners with traffic scheme information. A total of 36 variable message signs are used to inform drivers about road closures and provide guidance on detours and alternative routes. Traffic conditions are monitored by technicians at the Operations and Resilience Center (COR) to identify any potential impacts, and if necessary, traffic light timings will be adjusted to improve flow on alternative routes and the main traffic corridors in the region.
SAMBÓDROMO – Road closures around the Sambódromo have been in place since midnight on Friday (February 13th) for the parades of the Série Ouro samba schools, and the movement and repositioning of the floats on Avenida Presidente Vargas. The roads will be gradually closed again at 12 pm, 5 pm, and 7 pm to allow for the parades each day of the Special Group. The closures are adjusted according to the start and end of the parades, with temporary reopenings of strategic roads to ensure access to the city center.
Traffic heading towards the city center is diverted to Avenida Paulo de Frontin, with alternative routes via Rua Itapiru and Rua Haddock Lobo. There are also changes for vehicles coming from the Rebouças Tunnel, with a detour to Rua Santa Alexandrina. On days when the Special Group parades take place, the scheme remains the same, with Rua Frei Caneca and Viaduto 31 de Março reopening daily at 7:30 am and closing again at 7:00 pm.
The existing U-turns on Avenida Paulo de Frontin, near Cidade Nova, will also be closed. Therefore, drivers heading towards the city center should continue to Rua do Bispo, where they will turn left onto Praça Condessa Paulo de Frontin, towards Rua Estrela.
Children's Samba School Parade – Starting at 11:2 AM on Friday (February 20th), several roads around the Sambadrome will be closed, including Rua Benedito Hipólito. At 13:15 PM, Avenida Presidente Vargas, the side lane towards Candelária, will be closed between the intersection in front of the Cedae building and the intersection with Rua de Santana. At 0:02 PM, the side lane of Avenida Presidente Vargas, towards Candelária, will be closed from the height of the metro overpass (Cidade Nova station) to the height of the Cedae building. Starting at midnight on Saturday (February 21st), there will be other closures on Avenida Presidente Vargas, the central lane towards Candelária, between the metro overpass (Cidade Nova) and Praça da República. In the direction of Praça da Bandeira, the central lane will be closed between Avenida Passos and the height of the metro overpass (Cidade Nova).
Parade of Champion Schools – February 21st (Saturday) – Starting at 2 AM on Saturday, the side lane of Avenida Presidente Vargas, towards Candelária, will be opened. Around the Sambadrome, road closures will remain in place for the positioning of the floats in preparation for the Parade of Champions. At 3 PM, the main access points to Avenida Presidente Vargas will be blocked via Avenida Francisco Bicalho, the Freyssinet Viaduct (Paulo de Frontin Viaduct), and Praça da Bandeira. Traffic will also be diverted from Avenida Paulo de Frontin to Rua Aristides Lobo, and the area of restricted traffic will be expanded to include Avenida Salvador de Sá, Rua Hélio Beltrão, Rua de Santana, Rua Marquês de Pombal, and other streets in Cidade Nova. At 7 PM, the final stage of road closures will take place, restricting vehicle traffic on Rua Frei Caneca, Viaduto Trinta e Um de Março (towards Laranjeiras), roads in Catumbi, and roads near Praça da República. It is estimated that all closures will remain in place until 8 AM on Sunday (February 22nd), when the main roads will be reopened.
Parking ban
To preserve the flow of traffic for the floats and pedestrians, in addition to the areas where parking is already prohibited, parking around the Sambadrome will be prohibited from 6 am on Friday (February 13th) until 10 am on Wednesday (February 18th), and during the champions' parade, from 6 am on Saturday (February 21st) until 12 pm on Sunday (February 22nd), on the internal roads within the roadblocks and on the main streets and avenues of the region.
CIRCUITO AVENIDA CHILE BIRA PRESIDENTE – For the parades of the themed, dance, and Afro-Brazilian carnival groups, which take place between February 14th and 17th, traffic restrictions began at 2:30 PM on February 14th and will continue until 6:00 AM on February 18th on Avenida Chile, Avenida Almirante Barroso, Rua Treze de Maio, and Rua México, in the city center.
INTENDENTE MAGALHÃES – For the parades of the themed carnival groups and the Silver and Bronze Series, which take place between February 14th and 17th, and February 20th and 21st, road closures on Estrada Intendente Magalhães and the surrounding area will begin at 4 PM. Parking is prohibited by signs in the area between February 13th and 22nd. Drivers are advised to pay attention to the signage installed on the road. CET-Rio teams are working in the area to guide drivers and implement operational measures to improve traffic flow whenever necessary.

HEALTH
On the second and final night of the Série Ouro samba school parades at the Sambadrome, the six medical posts of the Rio Municipal Health Department (SMS) provided 435 consultations. In total, 24 patients required more complex care and were transferred to hospitals in the network, which have reinforced their shifts during Carnival.
The first aid stations are equipped and prepared for urgent and emergency cases, with state-of-the-art resources and a healthcare structure. In addition, they have equipment, instruments, and medications for emergency care. They will remain operational during the three days of performances by the Special Group samba schools, the children's parade, and the champions' parade, between February 15th and 21st.
Health Surveillance Actions
The Municipal Institute of Sanitary Surveillance (IVISA-Rio) inspected food, beverage, health, and beauty services at the Marquês de Sapucaí, verifying the sanitary conditions of the festival spaces. 46 sanitary inspection reports were issued, and 28 food samples were collected.

The Health Surveillance Superintendency continues to operate at the Sambadrome with a team from the Strategic Health Surveillance Information Center (CIEVS-Rio) monitoring services at medical posts in order to detect possible events of relevance to public health.
COMLURB
Comlurb's 2026 Carnival Operation collected 198,5 tons of waste on Saturday (February 14th). 40,5 tons of waste were collected after the second night of the Gold Series Samba School parades, with 39 tons inside the parade area and 1,5 tons outside and around the Sambadrome, totaling 67,6 tons over two days of parades. The street parties that took place on Saturday and the popular dances in the neighborhoods accounted for 148 tons of waste, with the Escangalha Block standing out with 11,5 tons.
The street parties and parades have accumulated 411,7 tons of waste since the pre-Carnival period. The first night of parades on Intendente Magalhães generated 10 tons of waste. Comlurb's Carnival 2026 Operation has accounted for 462,2 tons of waste since the pre-Carnival period.
Comlurb has prepared a mega special cleaning operation for Carnival 2026, with sanitation workers at all party locations: the internal and external areas of the Sambadrome, Intendente Magalhães, Avenida Chile-Bira Presidente, street parades, and popular dances in the city center and neighborhoods. The operation began with the pre-Carnival festivities, three weekends ago, and will extend until February 22nd, after the Monobloco parade.
In all carnival locations, Comlurb (the city's sanitation company) has been cleaning before, during, and after the events, with mechanized sweeping and removal and collection of generated waste. The company is providing 240-liter and high-capacity containers in all locations with large crowds to facilitate waste disposal by revelers, representing the largest containerization effort ever undertaken at events in the city. All vehicles and equipment (compactor trucks, dump trucks and mini-dump trucks, large sweepers, mini-sweepers, blowers, backpack sprayers, among others) operate in three shifts during Carnival.
The grand spectacle of the samba schools at the Sambadrome relies on 873 sanitation workers each day of the parades. The entire area surrounding the Sambadrome also receives specialized cleaning. The nighttime operation employs 364 sanitation workers, while the daytime operation employs 141. For the parades of the Silver and Bronze Series samba schools on the stage set up on Estrada Intendente Magalhães in Campinho, Comlurb has deployed 123 sanitation workers for the nighttime operation and 42 for the daytime operation daily. The company has a cleaning team at all the popular dances in Cinelândia during the four official days of Carnival. The daily workforce consists of 40 sanitation workers. On Avenida Chile – Bira Presidente, during the parades of the themed carnival groups, the company has 80 sanitation workers per day. For cleaning up after the popular carnival dances held in various neighborhoods in the North Zone during the four days of carnival, Comlurb deployed 280 sanitation workers per day, divided among all the dances.
Comlurb continues cleaning all the areas around the city. The service began three weeks ago, with the start of the pre-Carnival festivities, and continues until the 22nd. The work is carried out on the main streets where the parades take place and throughout the surrounding areas, including access roads and adjacent streets, with mechanized sweeping, washing, emptying of trash cans and containers, and collection and removal of waste. After the parades, Comlurb teams perform hydraulic cleaning with reused water. There are 30 water tanker trucks, 26 vans with hydraulic cleaning equipment, and 5 trucks with hydraulic cleaning equipment. After washing, eucalyptus essence is applied with 125 backpack sprayers, including in areas with portable toilets. There are 5 liters of concentrated essence and 40 liters of soap available throughout the Carnival period.
Comlurb also cleans the four medical posts installed in the parade area for the carnival groups, two in the Preta Gil Circuit in the city center, one in Praça do Lido and one in Praça Nossa Senhora da Paz in Ipanema, in addition to the medical posts at the Sambadrome.
It is worth noting that all of the Company's routine services are being carried out normally in the city throughout the Carnival period.
SOCIAL ASSISTANCE
The Municipal Secretariat of Social Assistance (SMAS) expanded protection for children and adolescents during Carnival 2026, distributing nearly 700 identification bracelets on Saturday night and early Sunday morning. 452 were distributed at Intendente Magalhães, during the Federation of Carnival Groups parade; 200 at Parque Realengo Susana Naspolini, which features live bands, DJs, and carnival groups; and 44 at Marquês de Sapucaí, during the presentation of the samba schools that closed the Série Ouro (Gold Series), totaling 696 identifications.
The initiative to identify children and teenagers allows for quick reunions if any of them get lost, and ensures greater safety and peace of mind for families, since the bracelet includes the name and phone number of the parents or guardians. This initiative will be repeated at all parades in the Sambadrome throughout Carnival, as well as in Intendente Magalhães and Parque Realengo Susana Naspolini until the end of Carnival.
On Saturday night, a Day Care Space was inaugurated for the children of street vendors aged 4 to 12 who work around the Sambadrome. From 6 pm to 18 am, during the Gold Series parades, 19 children were welcomed at the space. They participated in games and cultural activities, ate, and rested. The service, which operates at the Rachel de Queiroz Early Childhood Education Center on Avenida Presidente Vargas, near the Sambadrome, will also be offered during the Special Group performances and on Champions' Parade Saturday. The idea is to prevent child labor and give street vendors peace of mind to work while their children are protected and cared for.
The distribution of wristbands and the Community Space are actions of the SMAS campaign for Carnival 2026, which has the following motto: "Protecting is our theme".
Women's Secretariat
On the second night of the Série Ouro parades, the Rio Municipal Secretariat for Women's Policies and Care reported one incident of violence at the Marquês de Sapucaí. There were no incidents at the Fan Fest in Copacabana. The SPM-Rio reinforces the importance of a structured presence of the public network at major city events, ensuring that any situation of violence or harassment is promptly addressed.
The services provided in Sapucaí are carried out by a technical team composed of professionals trained to offer qualified listening, legal guidance, and immediate psychological support, as well as referrals to specialized services within the municipal network when necessary. The Secretariat's work in Intendente Magalhães will begin this Sunday.
Throughout the Carnival period, SPM-Rio maintains fixed posts in the main circuits and mobilizes teams for preventive and informative actions, expanding access to the protection network. The strategy combines physical presence, direct communication with the public, and dissemination of official support channels, such as the platform. www.mulher.rio, 1746 and 190 in situations of immediate risk.
The special operation for Carnival 2026 is part of a permanent set of public policies aimed at preventing, caring for, and confronting violence against women.
CONSUMER PROTECTION
On the second day of the Série Ouro samba school parades, this Saturday (February 14th), the Municipal Secretariat for Consumer Protection and Defense, through Procon Carioca, did not register any complaints or grievances related to the services provided at Sapucaí.

Cinelandia Dances
Far beyond the street parties and the grand parades of the Sapucaí, there's another option for revelry that has become a tradition in the city: the Cinelândia dances. On the stage set up in front of the City Hall steps, various artists and an orchestra create a festive atmosphere with a selection of carnival themes and classic marches during the four days of programming. There will also be the Original Reveler Contest from Sunday to Tuesday.

Known as the "Popular Samba Parade," the Intendente Magalhães Carnival is where the samba schools from the Silver, Bronze, and Evaluation Groups parade, in addition to Group 1 of the Block Federations. In 2026, the avenue will once again host various samba schools from different regions of the state, promising great competitions in days full of emotion, stories, characters, and a sense of community.

Rio's street carnival will bring traditional carnival groups and lively programming to the streets, squares, and beaches from the city center to the South Zone, passing through the North Zone, West Zone, and the port area. Cordão da Bola Preta, Céu na Terra, Bloco do Barbas, Cordão do Boitatá, Simpatia É Quase Amor, Banda de Ipanema, Bangalafumenga, Agytoê, Afoxé Filhos de Gandhi, Bloco 442, Charanga Talismã, Laranjada, Areia, Sargento Pimenta, and Fervo da Lud are some of the events in this year's program.

Important Recommendations
– Use public transportation whenever possible (train, subway, light rail, and ferries).
– If you are boarding at Santos Dumont Airport and Rio Bus Station, try to arrive early.
– Avoid driving in areas where there will be street parties and floats
– Look for alternative routes. There are a large number of road closures throughout the city, with floats, parades, and processions moving around;
– During Carnival, Rio City Hall monitors the concentration of people in the Lapa region, however, no traffic closures are planned in the area.
– Respect the parking bans and pay attention to the restricted hours, as trailers are circulating around the city.
– To ensure the safety of partygoers, we inform you that crossing must be done exclusively in the pedestrian crossing and always with extra care.
– It is very important that the instructions of traffic agents and all signage installed in the area are respected.
Residents who own a car and have a parking space and need to access the restricted area of the Sambadrome must do so via Largo do Estácio, always carrying proof of residence.
