Carnival 2025: Second day of Special Group parades is marked by tributes

On the second day of the Special Group parades, Unidos da Tijuca, Beija-Flor, Salgueiro and Vila Isabel entered the avenue, on a night marked by tributes. 

Unidos da Tijuca told the story of the orixá represented by the school's colors and paraded without the drum queen, Lexa, who was away after the loss of her daughter. Beija-Flor moved the audience with a theme in homage to its historic carnival artist, Laíla, and the farewell of its main performer, Neguinho da Beija-Flor. 

Salgueiro brought the theme: Salgueiro de Corpo Fechado, based on Brazilian religiosity. Vila closed the night with ghosts in its creative parade, however, a drone, which was part of the school's front commission, crashed on the track, but without serious incidents. At Praça da Apoteose, the samba circle that closed the second day was Beco do Rato.

On the track of the city's largest popular carnival, Intendente Magalhães, another 10 schools from the Silver Series performed in search of a spot in Sapucaí. The parades took place without incident throughout the night, however, the last school to perform, Alegria de Copacabana, was unable to move its floats and paraded only with the members of the group, without the floats. 

At Terreirão do Samba, Carnival Monday was packed with shows by singer Ferrugem, Yan, Grupo No Lance, Grupo Coisa Séria and DJ from FM O Dia. 

In the Center, the traditional Baile da Cinelândia and the procession of the Blocos de Embalo and de Enredo, on Avenida Chile, completed the night's program.

In addition to the official carnival stages, the block party continues throughout the city. This Monday (03/03) there were 48 in total. The highlights were Vem Cá Minha Flor, in the Center; Que Pena Amor, in Praça Mário Lago; and Sargento Pimenta, a classic that combines Beatles and Carnival, in Aterro. In the afternoon, it was the turn of A Rocha, from Gávea, to bring joy to the revelers in Lagoa, in the South Zone.

Until Ash Wednesday, 243 blocks parade through the city. And others 38 on the weekend after carnival.

PUBLIC ORDER AND MUNICIPAL GUARD

Agents issue 194 fines for illegal parking
More than 1.800 irregular products were seized in the first four days of carnival

On Monday, March 03, the Secretariat of Public Order (SEOP) and the Rio Municipal Guard (GM-Rio) carried out actions to organize, inspect and control traffic throughout the city, focusing on the South and Central zones — regions that concentrate the largest number of street blocks — in addition to the Sambadrome, to ensure compliance with the rules during the samba school parades.

During the operations, SEOP agents seized hundreds of irregular products, such as various drinks and glass bottles, the sale of which is prohibited for security reasons.

During traffic inspections, 789 citations were issued, in addition to 73 removals and 194 fines for illegal parking.

Municipal Guard Incidents

GM-Rio teams took nine suspects to police stations on Carnival Monday, eight at the Sambadrome and one at the Sargento Pimenta block. Among the suspects taken around the Sambadrome was a 16-year-old teenager, accused of stealing a Mexican tourist's cell phone. The action was carried out by motorcycle guards in conjunction with the Military Police. At the time the teenager was apprehended, a taxi driver passed by and reported that he was also attacking his passengers with a larger group. Among the victims were two Dutch tourists who were injured when the group approached them. The tourists also went to the police station to report the incident. The arrest at the Sargento Pimenta block involved an unauthorized street vendor who was selling drinks and resisted being approached by guards from the Special Operations Group (GOE).

There was also a record of a lost child who was returned to their guardians, in addition to 15 supports for victims of sudden illness and two interventions in the event of a riot.

Partial balance of the carnival

During Carnival (February 28 to March 02), more than 03 illegal products were seized, including various beverages and glass bottles, the sale of which is prohibited for security reasons. In addition, objects and structures were seized, such as cargo carts and a tricycle. Two street vendors' credentials and vests were seized because they were being used improperly by unauthorized third parties.

Traffic control

Between Friday and Sunday, SEOP and GM-Rio agents issued around 1.653 fines for various infractions. In the inspection, irregular parking was carried out
233 removals and 691 fines.

CET-RIO

During Carnival, during traffic interventions for the parades at the Sambadrome, the Leisure Area at Praça da Cruz Vermelha and the parking lot on Avenida Presidente Vargas for SAARA businesses will be closed.

ALTERNATIVES FOR CIRCULATION DURING CARNIVAL PERIOD

Vehicles coming from Avenida Francisco Bicalho, towards the Center, should follow Avenida Paulo de Frontin, Praça Condessa Paulo de Frontin, Rua Estrela and Rua Itapiru until access to the Martim de Sá Tunnel.

Vehicles coming from Praça da Bandeira, towards the Center, should access Rua do Matoso, Rua Haddock Lobo, Avenida Paulo de Frontin, Rua Estrela, Rua Itapiru and, under the exit of the Santa Bárbara Tunnel, follow the Martim de Sá Tunnel until Rua Riachuelo.
Vehicles coming from Avenida Brasil and Ponte Rio-Niterói, heading to the Center and South Zone, must use the Marcello Alencar Tunnel, except during the early hours of the morning when floats are moving.

Vehicles coming from Praça da Bandeira, towards the Center or Botafogo, through the Santa Bárbara Tunnel, should follow Rua do Matoso, Rua Haddock Lobo, Avenida Paulo de Frontin, Praça Condessa Paulo de Frontin, Rua Estrela, Rua Itapiru, Rua Dr. Agra and the Martim de Sá Tunnel, to the Center. To Botafogo, they should follow the same route to Rua Dr. Agra and take the return to access the Santa Bárbara Tunnel.

IT IS RECOMMENDED TO USE PUBLIC TRANSPORTATION, PREFERABLY TRAIN OR METRO, TO ACCESS THE CENTER AND THE SAMBÓDROMO, DUE TO THE LARGE NUMBER OF ROAD CLOSURES ON THESE DAYS, BOTH FOR THE PARADES AND DUE TO THE MOVEMENT OF THE FLOATS.

PARKING BAN

To preserve the exit circulation of floats and pedestrians, in addition to the places where there are already regulations prohibiting parking, parking around the Sambadrome will be prohibited, until 10 am on Wednesday, 05/03, and during the champions' parade, from 6 am on Saturday, 08/03 until 12 pm on Sunday, 09/03, on the roads inside the blockades and on the main streets and avenues in the central region:

The public destined for the even sector will be able to use the Cidade Nova, Estácio and Praça Onze stations and those destined for the odd sector will have to use the Central do Brasil station.

HEALTH

Stations at the Sambadrome served 452 people on the fourth night of parades
In four nights, the Health Department carried out 1.586 consultations in Sapucaí

On the fourth night of the parades at the Sambadrome, the second of the Special Group, the six medical posts of the Municipal Health Department (SMS) treated 452 people from 19 pm on March 3 to 6 am on March 4. Of these, 32 required more complex care and were transferred to the municipal hospitals Souza Aguiar and Miguel Couto and the regional emergency centers (CER) in Centro and Leblon. In total, 1.586 patients were treated so far, with 112 removals. Most of the patients had trauma from falls, bruises, cuts, sprains, exogenous intoxication from excessive alcohol consumption, and malaise and high blood pressure due to the effort of the parade.

The special structure of the SMS at the Sambadrome has 32 beds, seven of which are for advanced support, and 12 hydration chairs, distributed among the six posts. In total, there are 200 professionals and 16 ambulances with advanced support (mobile ICU).

The Municipal Health Department has over three decades of expertise in handling large events and incidents with multiple victims. The Carnival contingency plan also prepares the hospital network to support the structure set up at the Sambadrome and street parties, especially the emergency units, which have increased shifts to receive patients transferred from pre-hospital care units when necessary.

Health Surveillance Actions

Teams from the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (Ivisa-Rio) made 58 visits to food services, medical care centers, ambulances, stands and facilities at the Sambadrome. In total, 17 food samples were collected for analysis by the Municipal Public Health Laboratory (LASP).

225 adhesive plaques were also delivered with information on legislation regarding smoking restrictions in fully or partially enclosed collective use areas for display in the cabins.

COMLURB

Comlurb collects 66,5 tons of waste after second night of Grupo Especial parades
In the blocks, teams collected 61,4 tons of garbage

The second night of the parades of the major samba schools of the Rio Carnival, this Monday (03/03) at the Sambadrome, generated 66,5 tons of waste. In the internal area, 44 tons were collected, of which 5 tons were potentially recyclable materials. In the external area and around the Sambadrome, the company collected 17,5 tons. The cleaning of the Samba Runway is finished with washing, which with lavender essence gives a special touch to the service.

The street blocks that took place on Monday totaled 61,4 tons of waste, with the Que Pena Amor block standing out, generating 9,2 tons. The Divas block accumulated 6,8 tons, and the Sargento Pimenta block, 3,7 tons.

The parades on Intendente Magalhães and Avenida Chile and the popular dances in the neighborhoods generated 105 tons of waste throughout Monday.

Comlurb mobilized around 8.500 street cleaners during Carnival, working at all the party spots, such as the Sambadrome, street blocks, Intendente Magalhães and popular dances. The cleaning is being carried out with more than 200 motorized vehicles and with the provision of approximately 12.500 240-liter containers and large-capacity containers with 1.200 liters, so that partygoers can dispose of their waste correctly.

Comlurb's mega cleaning operation takes place before, during and after the samba school and street party parades, covering the main roads and adjacent streets, with mechanized sweeping, washing, emptying of waste bins and containers, and waste removal. To ensure the cleanliness of the environments, the Company used 20 thousand liters of soap and 5 thousand liters of eucalyptus essence, more than double the amount used last year. These products are applied after hydraulic cleaning and in sprayers, especially in the chemical toilet areas, providing a more pleasant environment for partygoers.

Comlurb also cleans the two medical stations installed in the parade areas of the megablocos, in the Center, and the four medical stations at the Sambadrome. Each health station has two street cleaners dedicated to cleaning.

Teams distribute 1.142 wristbands on the fourth night of Carnival in Rio

SMAS served 33 children in the Community Space offered to the children of street vendors who work near Sapucaí

The Municipal Department of Social Welfare (SMAS) continued to work to protect children and adolescents during Carnival. On Monday (03/03), the second day of the Special Group parades, 1.142 children and adolescents received identification bracelets at different points in the city.

  • Marquis of Sapucaí (Special Group) – 236 bracelets
  • Intendente Magalhães Avenue (plot blocks) – 540 bracelets
  • Realengo Park Susana Naspolini – 87 bracelets
  • Metro exit at General Osório Square – 279 wristbands

In addition to identification, 33 children were assisted at the Community Space, at the Rachel de Queiroz EDI, next to the Sambadrome. The service is offered to the children of street vendors who work near Sapucaí.

These actions are part of the SMAS Carnival campaign: “Respect my samba, childhood and our rights: protection is the general block”.

CONSERVATION

Teams perfume Sapucaí and keep the drainage galleries clean

For the first time, during the parades, the drains on the Samba Runway are equipped with deodorizers

In an unprecedented effort, the General Coordination of Special Operations of the Municipal Department of Conservation and Public Services, in partnership with Comlurb, applied an air freshener to the drains of Marquês de Sapucaí, after each school passed by, during the second day of the Group's parades. According to Secretary Diego Vaz, the goal is to provide greater comfort to the samba dancers and the public. The air fresheners were applied 138 times on the Samba Runway, in conjunction with the cleaning work of the track, carried out by Comlurb.

During the day, workers from the Conservation Department carried out repairs on Sapucaí, leveling small cracks near manhole covers.

After another night, the team cleaned the 46 drains and unblocked the branches of the Sambadrome.

WOMEN

Teams assist seven women on parade night in Sapucaí and Intendente Magalhães

Agents from the Safer Carnival for Women campaign are at the main points of the festivities in Rio

On Monday (3/3), the Special Secretariat for Women's Policies and Care of the City of Rio carried out seven consultations in the city (six in Sapucaí and one on Estrada Intendente Magalhães). The teams from the Safer Carnival for Women campaign are at the main blocks and carnival spots in Rio. The goal is to support female carnival-goers, tourists and workers, in addition to raising awareness about violence and sexual harassment. The secretariat has tripled the number of specialized professionals to offer immediate support and assistance to women in cases of harassment or violence, as well as emergency referrals, through a partnership with L'Oréal Paris. Last year, there were 88 mobilizers; this year, there are 270.

ENVIRONMENT

Folia Verde reaches 28,55 tons of waste collected this Carnival

SMAC teams worked to ensure the cleanliness and correct disposal of waste generated during the parades

Carnival Monday was marked by another successful day of the Folia Verde campaign, promoted by the Municipal Department of Environment and Climate (SMAC). Environmental education and selective collection activities continued at full steam, both at Marquês de Sapucaí and in the various street blocks that enlivened the city. In total, 28,55 tons have been collected so far. The work continues this Tuesday.

In Sapucaí, SMAC teams worked to ensure the cleanliness and correct disposal of waste generated during the samba school parades. In the street blocks, environmental educators interacted with revelers, promoting fun and informative activities about the importance of sustainability.

One of the highlights of the day was the presentation of the Folia Verde Seal to the groups that stood out for their sustainable practices. The recognition is an incentive for more and more groups to adopt measures that minimize the environmental impact of Carnival.

By next Sunday (9/3), around 13 blocks and megablocks will have received the Seal, which was also delivered to Rio Carnaval/Liesa.

Procon Carioca has already carried out 81 inspections in Sapucaí during four nights of parades

On the second day of the Special Group parades, agents returned to six establishments that had already been inspected

On the second day of the Special Group parade, this Monday (3), the Consumer Protection and Defense Department, through Procon Carioca, returned to six establishments in Sapucaí, which had already been inspected and received guidance on how to comply with the rules. All of them regularized their pending issues. During the four days of parades, Procon Carioca inspectors carried out 81 inspections in total.

Parades at the Marquis of Sapucaí 

On Tuesday (04/3), starting at 22 pm, four schools from the Special Group will perform at Marquês de Sapucaí and close the historic parade of the Special Group schools of the Rio Carnival. Mocidade Independente de Padre Miguel opens the night, followed by Paraíso do Tuiuti and Acadêmicos do Grande Rio. Portela closes the night of parades. 

Mocidade will take an intergalactic trip, where it reconnects with its most intense glow, that of a young Star, to question the next steps in a manifesto for the future of humanity. Paraíso do Tuiuti will bring to Sapucaí the story of Xica Manicongo, considered the first transvestite in Brazil. Grande Rio will take a trip through the mysterious waters of Pará, with the plot Pororocas Parawaras: The Waters of My Enchantments in the Curimbós' Accounts. To close the night, Portela will pay tribute to Milton Nascimento.

Cinelandia Dances

In addition to the street parties and the spectacular parades of Sapucaí, there is another option for partying that has become a tradition in the city: the Cinelândia dances! On the stage set up in front of the steps of the City Hall, various artists and an orchestra will be partying with a selection of carnival themes and classic marches during the four days of programming!

On Tuesday (04/03), the Baile da Cinelândia stage will feature 11 performances, opening and closing the night with the Tupy Orchestra. The Original Partygoer Competitions will also be held at Bexiga/Sombrinha. At 20 pm, the ball begins with the Tupy Orchestra and, throughout the program, artists such as Sônia Delphino, Alberto Gino, Osmar do Bregue, Reginaldo Bessa, Marcio Gomes, Ellen de Lima, among others, will entertain the audience.

Important Recommendations

  • Preferably use public transport (train or subway);
  • If you are boarding at Santos Dumont Airport and Rio Bus Station, try to arrive early;
  • Avoid driving in areas where there will be street parties and floats;
  • Look for alternative routes. There are a large number of closures around the city, with movement of floats, blocks and processions;
  • During Carnival, Rio City Hall monitors the concentration of people in the Lapa region, however, no traffic restrictions are planned in the area;
  • Respect the parking bans and pay attention to the restricted times, as trailers are circulating around the city;
  • To ensure the safety of party-goers, we inform you that crossing must be done exclusively in the pedestrian crossing and always with extra care;
  • It is very important that the instructions of traffic agents and all signage installed in the area are respected;
  • Residents who have a private car and a parking space and who need to access the closed area of ​​the Sambadrome must do so via Largo do Estácio, always carrying proof of residence (electricity, gas, telephone bill) in their name.
