The Rio City Hall took over management of the federal unit on December 17, 2024 - Reproduction Rio de Janeiro Mayor Eduardo Paes and Municipal Health Secretary Daniel Soranz began construction work on the Cardoso Fontes Hospital (HCF) in Jacarepaguá this Friday (January 31). The emergency room will reopen on Monday (February 01), along with the Andaraí Hospital, just over 03 days after the City Hall took over the two units, which until then were under federal management. Since the transition, formalized on December 02, 40, both hospitals have already received improvements and new professionals.
– The population will notice a gradual improvement in the services provided at both the Andaraí and Cardoso Fontes Hospitals. There is no magic solution; it is a process. We have already hired professionals, and many are starting today. This improvement will be noticed over time by those who use the services. I can guarantee that these units will be fully operational by the first quarter of 2026, with all the necessary conditions – said the mayor, after checking out the renovation plans, touring the Cardoso Fontes Hospital and welcoming more than 100 new employees in an auditorium.
The Municipal Health Department (SMS) intends to increase the number of beds at Cardoso Fontes to 250, and thus increase the number of procedures from 84 to 160 per year with the restructuring. The expectation is to have 650 new professionals attending to patients by the end of March.
– We are receiving new professionals: 120 for Hospital Cardoso Fonte and 250 for Hospital do Andaraí. With this, we have been able to fully reopen the emergency rooms of both hospitals as of Monday. Initially, they will operate in temporary spaces, while the construction of the permanent emergency rooms progresses. The forecast is that, between January and March 2026, the new emergency rooms will be ready and operating in their permanent spaces – highlighted Soranz.
As construction progresses, Cardoso Fontes will have a new Regional Emergency Center (CER), similar to what is already available in the major emergency complexes of the municipal network. It will also have a new pediatrics wing and a new imaging center. The hospital's layout, which includes two main buildings, is being adapted to facilitate access to open-door services, such as the emergency room itself, and to optimize the unit's internal flow. The unit is expected to handle around 400 daily appointments.
Structural reforms also include improvements to the ICUs, the opening of a new kitchen and equipment maintenance. Two new CT scanners are expected to arrive in March, bringing modernization to the imaging sector. All facilities are being readapted to return to full operation by early 2026.
Cardoso Fontes offers clinical specialties such as oncology, hematology, pediatrics, pain clinic, cardiology and internal medicine; and surgical specialties such as anesthesiology, general surgery, pediatrics, vascular surgery, coloproctology, gynecology and mastology, dentistry, urology, gastroenterology. It also has endocrinology, infectious diseases, rheumatology, nephrology, pulmonology and neurology services. The unit also offers diagnostic imaging services and support services such as psychology, occupational therapy, physiotherapy, speech therapy, nutrition, pharmacy, social services, dehospitalization support service, blood bank and palliative care.

On Monday (03/02), the City of Rio also reopens the emergency room at Hospital do Andaraí (HFA), whose management was transferred to the municipality on December 9, 2024. The unit also received a series of interventions to resume open-door services, with the hiring of professionals, maintenance, cleaning and the beginning of works for the definitive readjustment of the facilities, with an opening scheduled for early 2026. The complete plan for HFA includes renovations of the wards, modernization of the imaging centers, the technology park and elevators and construction of the new kitchen.
Investments in both units will allow for the operation of 700 beds in total. HFA currently has 304 beds and will increase to 450. Cardoso Fontes has 182 beds and will increase to 250.
