City Hall announces 343 new beds for COVID-19

On the first day of the new government, three decrees in the area of ​​Health were published this Friday, 01/01, in the Official Gazette of the municipality: the one that provides for the transparency of the occupation of hospital beds in the units that are part of the SUS network in the city of Rio de Janeiro, the one that institutes the Special Committee to Combat COVID-19 within the scope of the SUS; and the one that establishes measures to protect life, with the creation of the Emergency Operations Center (COE COVID-19 Rio).

The first decree establishes that all units that are part of the SUS network in the city of Rio de Janeiro must keep their hospital bed occupancy data updated on the platform. http://smsrio.org/censo and that access to the hospital bed occupancy census will be public, with no restrictions. The platform will provide information on free beds, occupied beds, prevented beds, beds transferred to the Regulatory Center, date and time when the status occurred, reason for the prevention and list of free beds and beds by type.

The Special Committee to Combat COVID-19 will have, among other responsibilities, the function of monitoring and evaluating the performance of the SUS network and preparing recommendations to the Emergency Operations Center (COE COVID-19 Rio) to obtain the constant improvement of actions to protect life. The Council will be composed of Daniel Soranz (municipal secretary of Health), Alberto Chebabo (representative of the Federal University of Rio de Janeiro), Alessandra Siqueira (representative of the Ministry of Health), Carlos Alberto Chaves (State Secretary of Health), Carlos Alberto Pereira de Oliveira (representative of the State University of Rio de Janeiro), Daniel Becker, Fábio Leal (representative of the National Cancer Institute), Gerson Oliveira Penna, José Agenor Álvares da Silva, José Cerbino Neto (representative of the D'Or Institute), José Gomes Temporão, Marcelo Costa Velho (representative of UniRio), Marcelo Lambert (representative of the Ministry of Health) and Rivaldo Venâncio (representative of the Oswaldo Cruz Foundation).

The Emergency Operations Center (COE COVID-19 Rio) will operate at the headquarters of the Operations and Resilience Center (COR) in Cidade Nova, and will have, among other powers, the power to plan actions to combat the pandemic and to implement protective measures. These actions and measures will be based on three levels that reflect the stage of risk: alert level 1, considered a moderate risk stage; alert level 2, considered a high risk stage; and alert level 3, considered a very high risk stage.

This set of measures will enable the City Hall to create 343 new beds for the treatment of COVID patients starting in January. In addition to opening 193 beds in the public network, the Municipal Health Department will publish a call for 150 in the private network. The beds and professionals from the Riocentro Field Hospital will be transferred to the Ronaldo Gazolla (80), Souza Aguiar (30), Salgado Filho (23) and Clementino Fraga Filho University Hospital (60) hospitals.

Cash replenishment, fiscal balance and economic recovery

The Municipal Department of Finance and Planning has issued 44 decrees with the aim of restoring the city's finances, reducing the fiscal deficit and creating conditions for the resumption of investments in the city. Between emergency and long-term measures, the City of Rio will seek to reverse the most immediate economic crisis, as well as create permanent conditions to recreate the most optimistic phase in Rio and revitalize the flow of investments to the city.

In the fiscal sphere, the foundations are being laid for three proposals to be presented to the municipal legislature in the coming months. A fiscal emergency law seeks to deindex contracts, unlink revenues and exempt expenses, in addition to expanding the entire framework of fiscal responsibility. A second proposal, on taxes, would review subsidies and simplify taxes with a focus on new investments. Finally, a proposal for municipal pension reform.

The Secretariat's bet is that more structural planning will also help Rio de Janeiro regain a better risk rating with international agencies and the National Treasury. The city currently has a C rating.

The most urgent measures published today focus on reducing and improving the quality of municipal public spending and account for the largest number of decrees published. These determine percentage cuts in spending, review of current contracts and audits of payments and debts. The cost of non-mandatory expenses of the city government, as well as the cost of positions, will be cut by 30%. The largest percentage reduction, however, is in charges, which should fall by half.

Finally, another set of measures brings proposals for new planning instruments focused on innovation and technological insertion in public management, with new personnel and leadership policies, including a focus on women leaders.

River Integrity

Also in the Official Gazette this Friday, the City Hall creates the Rio de Janeiro Public Integrity and Transparency Program – Rio Integridade. The platform of legislative, administrative and institutional reform proposals aims to establish a culture of integrity in the municipal public administration, offer permanent solutions and promote public debate on the causes of corruption. The Secretariat of Government and Public Integrity, which will take over the functions of the former Secretariat of the Civil House, will be responsible for the Program.

Among the decrees that define the scope of this Program is one that defines the transparency standards for contracts made by the City Hall, with the aim of allowing any citizen to have access to the data. Municipal agencies will be required to broadcast on the internet the bidding procedures for goods and services carried out in person. When the bidding is electronic, the link must be disclosed. Another decree establishes the principle of impartiality and creates standards for the exercise of commissioned positions, prohibiting nepotism and practices that constitute conflict of interest and influence peddling.

100-day plan and new brand

Also published in the Official Gazette this Friday was a decree that establishes the Action Plan for the first 100 days of the government, which provides, among other measures, the preparation of Family Clinics for the vaccination campaign against COVID-19, the recomposition of the Family Health and Oral Health Program teams and the start of the Conect@ados Program, with the provision of internet and equipment to allow remote teaching for all students in the municipal Education network.

The City Hall's new brand and its manual for use by public bodies were also published in the Official Gazette this Friday.
