The federal hospitals of Andaraí (HFA) and Cardoso Fontes (HFCF) will be transferred to municipal management as of this Wednesday (4/12). With the technical cooperation agreement signed between President Luiz Inácio Lula da Silva and Mayor Eduardo Paes, the management of the two large hospitals will immediately be transferred to the City of Rio. The restructuring will allow the units to double their outpatient care capacity and return to having fully operational emergency rooms.

The intervention schedule foresees, by the first half of 2026, works to reopen the emergency departments, renovate the wards in the sectors, the closed floors and the oncology service, modernize the imaging centers, the technology park and the elevators and build the new kitchen at Andaraí – closed for over ten years. The expectation is that, together, the two hospitals will perform 500 emergency care services per day, 300 at HFA and 200 at HFCF. The work plan also foresees the restructuring of the workforce and a 30% increase in human resources.

– Based on the conditions provided by the Federal Government and thanks to President Lula and the work of Minister Nísia Trindade, we were able to build a solution that I can guarantee to the people of Rio de Janeiro that we will face this challenge and fix the two hospitals. Health is an area in which I invest heavily. We expanded the Primary Care network, and we even created, with the help of the Ministry of Health, the Super Centro Carioca de Saúde. It is important to take over the management of the federal hospitals of Andaraí and Cardoso Fontes and in partnership with the Federal Government – ​​said Mayor Eduardo Paes.

The investments will allow the operation of 700 beds in total. Currently, the HFA has 304 beds - however, only 169 are occupied - and will reach 450. The HFCF has 182 beds, with 111 occupied today, and will reach 250. In practice, there will be an increase of more than 400 beds.

– We have a tight schedule, but it is possible. We will work hard to meet it, because every day of delay is a day that we do not serve the population. We will offer more access with higher quality, while maintaining the complexity of care in these hospitals. There will be 200 more appointments per year in the two units. We have a lot to do and deliver – said Daniel Soranz, municipal health secretary.

The HFA imaging center will receive magnetic resonance imaging equipment, a new CT scanner and reinforcement for the ERCP service. There will also be an increase in oncological procedures in the imaging department. The forecast is to triple the number of exams and procedures performed. At the HFCF, two CT scanners will be put into operation. Currently, only one is working.

Current production is 83 procedures per year and the forecast for 2026 is to reach 167. The hospital has 2.560 professionals and will have 3.320.

Cardoso Fontes
It currently produces 153 procedures per year, with an estimated number of 306 in 2026. The unit has 2.006 employees and is expected to expand to 2.600.
