The Rio City Hall, through the Municipal Department of Transportation (SMTR), held a public session on Tuesday (July 12) in the auditorium of the City Attorney General's Office, in the city center, to open the bidding envelopes for the Digital Ticketing System. Two companies and two consortia were accredited and submitted proposals: Sonda Mobilty; Consórcio Tacom (formed by Tacom Projetos and Tacom Ltda); Consórcio Bilhete Digital (formed by RFC Rastreamento de Frotas Ltda and Auto Tijuca Participações Ltda); and Autopass. The highest bid was from Consórcio Bilhete Digital, which offered R$7 million for the concession.

From now on, SMTR will evaluate the qualifications of the Digital Ticket Consortium. If approved, the Consortium will be authorized to take over the management of the new Digital Ticketing.

 

– Rio de Janeiro has become the first city in Brazil to successfully hold a digital ticketing bidding process. This will put an end to the much-talked-about black box of transportation once and for all. This is an unprecedented and historic institutional advance for the regulation of the public transportation sector in the city and in the country. I knew that this would be one of the biggest challenges for my new government. And it was. From now on, we will be able to implement a system that will give the City Hall full access to crucial information on revenue, number of passengers and viability of the lines – highlights Mayor Eduardo Paes.

 

Unprecedented in Brazilian capitals and already adopted in several countries, this new system will give the municipality control over fare collection and monitoring of passenger demand on all lines, and will allow for greater financial transparency, planning with reliable data and improvement of transport services.

 

– The ticketing bidding process represents a new milestone for the city, giving the City Hall control over transportation revenue and guaranteeing citizens total transparency regarding the system’s accounts – said Secretary Maína Celidonio.

 

It is worth noting that, as provided for in the bidding notice, only companies that have proven technical experience in managing ticketing and validator systems, payment method systems or managing information technology systems are eligible to participate in the event.

The new Digital Ticketing system, which will ensure full transparency in the public transportation system, is expected to begin operating in the BRT system by January 2023. In other municipal transportation methods, such as VLT, conventional buses and vans, the Digital Ticketing system is expected to begin operating by the end of October next year.

The concession will be for a period of twelve years, and may be extended for a maximum of the same period.

Advantages for users

The digital ticketing system will accept various payment methods, such as bank cards, QR Codes and mobile phones. It will also be possible to use all cards to integrate with any other type of transport, which will be gradually expanded to include Bike Rio and Taxi.Rio. It will also be easy to top up and exchange cards, as well as recover credits. Users will be able to control their accounts 100% online and in real time, through an app, and will receive the first card free of charge.

To facilitate service, the dealership will provide 12 in-person service points and triple the current sales and recharge network. In addition to recharging at self-service machines (ATMs), users will be able to recharge online, through the website and app. The credit will be applied at the time of recharging.

Among the revenues expected for the municipality is that from advertising on apps and cards. The City Hall will be responsible for paying the operators. The plan also includes a gradual reduction in the use of direct cash in transportation.

Context

The new digital ticketing system will improve the service provided to public transportation users in Rio de Janeiro by transforming the management model. Currently, there is no access to the ticketing system database. This lack of real-time data makes network planning difficult and makes it impossible for the City to assess any potential deficits in the system. There is also a lack of transparency regarding remaining credits.
