BRTs will have reinforced operations to help Enem candidates - Marcos de Paula / Rio City Hall The City of Rio, through the Municipal Department of Transportation, discloses the actions developed and the preliminary results achieved by the emergency committee created by Resolution No. 3309, with the objective of responding to complaints received from bus users through the direct channel with the department, SMTR com VOCÊ. The technical team acted to minimize the problems of service discontinuity identified, in view of the serious consequences generated by the pandemic in urban mobility. The return of 76 lines and the reinforcement of the fleet of 12 services were gains achieved in favor of passengers due to the actions of the teams with the consortiums and system operators, such as systematic and regular interventions in the garages, checking details of the fleet's operation.
The technicians studied the issue for 30 days and evaluated the most criticized lines on the SMTR with YOU channel, focusing on the services that operate in the West Zone of the city, given the complexity of the region and the high number of complaints about the Santa Cruz consortium lines. The direct channel with passengers, via WhatsApp 98909-3717, was created during the pandemic with the aim of receiving suggestions and complaints from users about bus services, and guided the committee's actions, since the opinions of passengers who use the system daily were considered. It is also important to clarify that the committee, which has highly specialized technicians, worked with the operators of the municipal bus system, seeking to correct the problems pointed out by the population.
– The main objective of this work is to correct the flaws and promote the necessary changes so that the citizens of Rio, in the midst of the greatest crisis in urban mobility in the last 50 years, are not penalized by the interruption of services and have their right to come and go, as they demand and deserve, guaranteed. Garages, terminals and bus stops will continue to be targets of strict inspection actions by the SMTR. The committee will be a permanent center within the department -, highlighted Paulo Jobim, municipal secretary of Transportation.
West Zone was a priority
A total of 128 complaints were received about lines operating in the West Zone alone, referring to 61 specific services, which corresponds to almost half of the total complaints received about the services of the four consortiums (Santa Cruz, Transcarioca, Internorte and Intersul). Of the 61 lines complained about in the West Zone, 40 were inoperative and were the subject of detailed study by technicians. After spatial analysis of the routes, the committee managed to get 21 of them back to serving the population, through energetic actions by the department in the garages. Other services also started running again due to the measures taken by the teams.
Inoperative lines resumed operation after actions in garages
The department carried out 135 inspections in 25 different company garages during the committee's first month. The result: 76 lines that had disappeared, without the granting authority's knowledge, were back in operation. This number represents the return to the streets of around 40% of the lines that had been complained about by the population. The services that were back in operation after the SMTR's actions were:

During the committee's operational actions, 214 fines were applied for irregularities, such as poor maintenance of buses, putting vehicles into circulation without inspection and failure to comply with health protocols.
Inspection actions in garages, bus stops and terminals will continue to be carried out consistently and rigorously.
Reinforcement of the fleet of 62% of claimed lines
The other 21 lines in the West Zone with complaints, out of a total of 61, were operating with a reduced fleet and were also analyzed by the committee. In this context, another positive result was achieved through the work: 62% of these lines had an increase in the fleet in circulation, with a gain of 72 vehicles. Lines may undergo readjustment
Considering the total of 40 lines analyzed and 21 that have returned to operation, the other 19 are still inoperative and are being strictly monitored and charged by the department together with the operators. It is worth noting that, of these 19 lines, the population has alternatives for travel on 12 of them, considering other municipal bus lines and, when necessary, only one transfer, that is, there will be no additional expense for the user.

Initially, there will be no exclusion or termination of lines. However, the committee will continue its work, analyzing these 19 services in depth, which may undergo readjustment, that is, shortening, extending or modifying the itinerary.
It is important to highlight that, during this readjustment process, users of the lines, the main characters involved, will be consulted by SMTR. It is also worth mentioning that the process of readjusting the lines is continuous and dynamic, and may undergo adjustments according to technical feasibility and the needs of users.
Other data sources were considered throughout the committee's work, such as registration information about the fleet, GPS monitoring, demand data extracted from daily operation reports, and technical studies prepared by the System Planning Coordination.
Committee will be a permanent core during the pandemic
It is extremely important to emphasize that the committee, initially created to act on an emergency basis, will be a permanent group, dedicated exclusively to mitigating the disastrous effects of the pandemic on urban mobility in Rio. Initially oriented to concentrate efforts in the West Zone of the city, as mentioned, the committee will continue, aiming to extend its actions to other areas of the city, seeking to bring improvements in services for all Rio citizens who depend on public transportation to get around daily.
– The department’s technical department will continue working to readjust public transportation operations throughout the city. Our main interest is to meet the needs of users, ensuring that the population has adequate transportation for their commutes, especially at this time of resumption of activities –, declared the Undersecretary of Transportation, Allan Borges.
SMTR is also asking for the public's contribution by reporting incidents involving improperly crowded buses, through the SMTR with YOU channel. The information will be very important, as it will continue to assist the committee's work, in addition to directing the department's inspection actions, generating investigation and collection procedures.
