City Hall regulates Rio Rotativo Digital, a new app-based parking system.

The Rio de Janeiro City Hall published, in the Official Gazette this Tuesday (July 14th), a decree regulating Rio Rotativo Digital, the city's new paid rotating parking system. The pilot project will begin next Friday (July 17th) in seven areas around the Rodrigo de Freitas Lagoon, marking the start of the gradual implementation of the system, which will have payment via app, electronic monitoring and real-time management of public parking spaces.

– It's worth emphasizing that the new Rio Digital Parking System is only possible because Jaé exists. It's a public ticketing system that people currently use to travel on municipal transport, and now, this same ticketing system, a modern digital payment method, will be integrated with the possibility of paying for a public parking space. The Rio Digital Parking System is the end of paper tickets, the end of those parking attendants who thought they could extort the population, the end of certain organizations that thought they could exploit labor in public areas of the city, because now the power is in the hands of the citizen, who will pay through the app. And the legalized workers will oversee these payments via the app, all in a transparent way – explained the mayor of Rio, Eduardo Cavaliere.

With the new system, paper tickets and irregular charges in rotating parking spaces will cease to exist. The proposal guarantees more control, practicality, and transparency for drivers and for enforcement, in addition to increasing security in the billing process. The fee remains the same: R$ 2 for up to two hours of parking, with the possibility of renewal up to a maximum of six hours.

The process will be simple: when parking in a designated space, the driver accesses the Jaé app, selects the Rio Rotativo option, confirms the address automatically identified by GPS, enters the license plate, and sets the parking time. Payment is made using credits from the app's wallet, purchased via Pix or credit card.

The parking areas included in the pilot project will be distributed along Borges de Medeiros and Epitácio Pessoa avenues, near Clube Caiçaras, Parque das Taboas, Parque dos Patins, Clube Piraquê, and Parque do Cantagalo. A total of 667 spaces will be available, including spaces designated for motorcycles, senior citizens, and people with disabilities (PWD). All parking areas will operate from Monday to Sunday, from 7:00 AM to 11:00 PM.

The implementation will be carried out gradually, as the new signage is installed on the roads. During the transition period, drivers will be instructed on the new rules and will not be fined solely for non-compliance with the specific regulations of the new system.

 

Parking attendants are now integrated into the system.

The decree also creates a new operational model for registered parking attendants, who will undergo training. They will support the Municipality in collecting information on parking space occupancy through the Rio Rotativo Digital technological platform. The text makes it clear, however, that these professionals will not have the power to enforce regulations or issue fines. Issuing traffic tickets will remain the exclusive responsibility of the traffic authority, based on images and records generated by the system.

The accredited associations will be responsible for nominating qualified parking attendants to work on the platform, as well as ensuring they have uniforms and cell phones to perform their duties.

 

Resources will be allocated to urban mobility.

The decree also creates the Rotating Parking Revenue Account (CAER), linked to the Tariff Compensation Chamber, responsible for centralizing all revenue collection for the system.

In addition to covering operational, oversight, and technological infrastructure costs, any surplus could be allocated to financing sustainable urban mobility projects.
