The new thing about this year's Carnival is that the Special Group now has an extra day of parade - Marcos de Paula / City Hall

Rio de Janeiro City Hall presented the Operational Plan for Carnival 21 this Friday (02/2025) at the Rio Operations Center (COR). The forecast is that eight million people will circulate throughout the city during the festivities. At Marquês de Sapucaí alone, there will be seven days of parades, distributed among the Gold Series, the Special Group and the Junior Schools.

– Our Carnival represents the identity of Rio and Brazil. At the Operations Center, we highlight the planning and organization that guarantee the party, from the blocks to the Sapucaí. The city government works in advance, preparing the next Carnival as soon as the current one ends. May we have another incredible, historic Carnival, with record numbers that consolidate Rio de Janeiro as the biggest party in the world, organized by the people of Rio – declared the acting mayor of Rio, Eduardo Cavaliere.

The new feature of this year's Carnival is that the Special Group will have an extra day of parades. There will be three in total, with performances by four groups per night. In Intendente Magalhães there will be six days of parades, distributed among the Silver and Bronze series, the Enredo Blocks and the Evaluation Groups.

More than 30 Popular Dances were also scheduled in different regions of the city; parades of Embalo and Enredo Blocks, on Avenida Chile; “Original Folião” Dance and Contest, in Cinelândia.

Terreirão do Samba, an iconic space for the genre in Praça Onze, has gained a new stage structure and sound system to welcome more than 211 artists from this Friday (8) until March 40. The expected audience is 10 thousand people per day. Each City Hall department involved presented their respective plans for the parades in Sapucaí and Intendente Magalhães.

According to Riotur president Bernardo Fellows, Rio has extensive experience in hosting not only Carnival, but also major events. Therefore, the city is constantly seeking to improve its operational management and offer the best experience to partygoers.

– The integration of all municipal bodies is essential to planning and carrying out Carnival successfully. Without this joint effort, nothing would be feasible. We are constantly bringing teams together and adjusting details to ensure an excellent result. In addition to the third day of samba school parades, we will also have a samba circle after the parades at the Sambadrome. We expect another unforgettable Carnival.

Operations Center will have more than 500 operators and 100 cameras

The Rio de Janeiro City Hall Operations and Resilience Center (COR-Rio) has assigned more than 500 operators to Carnival, who will work in different shifts. In the case of Marquês de Sapucaí, COR-Rio teams will monitor the movements of the samba schools' floats, on their way to and from their warehouses to the Sambadrome. Another point of attention is the movement of the public arriving and leaving. More than 100 cameras will be used for real-time monitoring by COR-Rio. In addition, two drones will be used exclusively on the perimeter of Marquês da Sapucaí.

During the Intendente Magalhães Carnival, monitoring will be carried out with the help of 18 cameras. There are 35 devices throughout the region. A drone will also be used on parade days to increase the analysis capacity of the operators in the Situation Room.

Every day more than 900 agents go to work in public order

The Public Order Department and the Municipal Guard will provide a staff of 923 agents to work on urban planning, monitoring street vendors and carrying out preventive patrols on a daily basis on Sapucaí and Estrada Intendente Magalhães.

The teams will also work to monitor illegal parking; regulate traffic; inspect taxis in the pockets (Afonso Cavalcanti and Marquês de Pombal streets), ride-hailing cars and supplementary transportation. There will also be teams working with the Maria da Penha Patrol, with preventive actions and awareness-raising regarding violence against women.

CET-Rio will control traffic flow

CET-Rio will implement a special traffic plan in the city center and on the main access roads to ensure road safety and traffic flow in the parade areas. The operation will involve 250 traffic operators per day, including CET-Rio agents, the Municipal Guard and supporters, who will work to prevent illegal parking, organize intersections and carry out the necessary roadblocks.

In addition, 19 trailers, 43 motorcycles and 25 operational vehicles will be available to clear the roads. Traffic will be closely monitored by the Rio Operations Center (COR), with the support of 36 variable message panels to inform drivers.

Floats begin moving in the early hours of Thursday

The movement of the floats to the Sambadrome will occur in two stages: the first, in the early hours of Wednesday to Thursday (27/02), with the transport of the floats from Caju to Cidade do Samba, and the second in the early hours of Friday (28/02), with closures starting at 21 pm for the movement of eight groups.

Drivers should avoid the area due to the heavy traffic, especially during the movement of the floats. The parade of the Série Ouro Schools on Friday (28/02) will also result in the closure of Avenida Presidente Vargas from midnight on Thursday to Friday, with the closure of the central lane in the direction of Praça da Bandeira.

Traffic closures and diversions in the Center will be implemented according to specific times, with a focus on closing strategic streets and routes, such as Rua Frei Caneca and Avenida Trinta e Um de Março, starting at 19:30 pm.
