- City Hall intensifies inspection on New Year’s Eve
Teams are on the streets to check compliance with the measures adopted to contain the spread of the pandemic. Photo: Disclosure Rio de Janeiro City Hall, through its regulatory agencies, will be carrying out all day long this Thursday (31/12) regulatory and inspection actions in the city to verify compliance with the measures adopted to contain the spread of the Covid-19 pandemic. The objective is to avoid crowds on New Year's Eve, with the recommendation that the population stay at home on New Year's Eve.
Below is a complete summary of the actions of the bodies involved:
SEOP
The Municipal Department of Public Order (Seop) removed 173 vehicles for illegal parking on the edges of the South and West zones, between 21 pm yesterday and 17 pm this Thursday (31/12), on roads where parking is prohibited as defined by CET-Rio. At the three blockades set up on the city's main expressways to prevent access by vans, buses and intercity minibuses, 160 fines were issued and two vehicles that were illegally transporting passengers were removed.
The Parking and Towing Inspection Coordination will operate 24 hours a day, until January 3, with 40 tow trucks divided into shifts, complying with CET-Rio's ordinances and the decree that prohibits parking on the waterfront on weekends and holidays.
TRAINS – On New Year’s Eve, convoys integrated by Seop will be traveling along the coastlines of the South, North and West zones, in a preventive action for New Year’s Eve. The focus is on inspecting businesses (kiosks and street vendors) and traffic, in addition to assisting the homeless population. Shopkeepers and beachgoers are being advised on preventive measures to avoid the spread of the Covid-19 pandemic. On the coastline of the South Zone alone, by 15 pm, seven Arab tents had been dismantled on the sand, with two of them seized. During the inspection of street vendors, the Urban Control Coordination (CCU, of the Municipal Finance Department) seized 199 items, including beverages (including those in glass bottles, which is prohibited), coconuts, coolers and a tricycle. Economic activity inspectors, also from the Finance Department, inspected 23 kiosks. And Social Welfare assisted three homeless people.
Today's convoys are staffed by the Municipal Guard; the Urban Control Coordination Office (CCU) and the Licensing and Inspection Office (CLF), linked to the Municipal Finance Department; the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (Ivisa-Rio); the Municipal Department of Social Welfare and Human Rights; Comlurb; and the Military Police. The Seop Parking and Towing Inspection Office participates in the convoys, but also works in other areas.
Between 23pm on Wednesday (30/12) and 4am on Thursday (31/12), teams worked in the neighborhoods of Copacabana, Leme, Barra da Tijuca and Recreio dos Bandeirantes. 12 approaches were made to homeless people, 13 vehicles were removed for illegal parking, and an illegal beach tent was removed, with the seizure of 56 items, including tables and chairs, coolers and thermal boxes, an iron cart and drinks.
Joint operations will continue until 6 am on the 1st, reinforcing the actions highlighted by each agency.
BLOCKS – With teams from the Special Coordination of Supplementary Transportation (CETC), linked to Seop, Detro and Military Police, the roadblocks on the expressways continue this Thursday, at staggered times. There are three strategic points:
– Avenida Brasil, at the Missões Interchange (towards Caju);
– Yellow Line, near Shopping Nova América (towards Barra da Tijuca); and
– Avenue of the Americas, exit from the Grota Funda Tunnel (towards Recreio dos Bandeirantes).
The mobile barriers, which began at 4 am on 30/12, are a reinforcement to the 54 roadblocks that will be set up directly on the waterfront starting at 20 pm today (31/XNUMX). CETC's operations at these three points are also being alternated with the agency's itinerant patrols in other areas of the city, offering greater inspection reach.
PROHIBITED VACANCIES – The use of parking spaces on the stretch between Leme and Pontal is prohibited on weekends and holidays, except for residents and users of special parking spaces. To be eligible, residents must display their Resident Card (issued by CET-Rio) or proof of residence on the dashboard of their vehicle, and may use parking spaces in their area. Users of special parking spaces (elderly and physically disabled) must display their mandatory beneficiary card. The fine for this type of illegal parking, according to the Traffic Code, is R$195,23, in addition to towing fees.
DEPOSITS – Before going to the municipal depots (São Cristóvão and Recreio dos Bandeirantes), citizens can check whether their vehicle has been removed for illegal parking by the City Hall on the Seop website: www.rio.rj.gov.br/web/seop. To avoid fraud, payment of fees must be made directly at ATMs, banks and at partner essential establishments, such as supermarkets and pharmacies, and not via the internet or apps. Depots are open every day, including Saturdays, Sundays and holidays, from 8 am to 17 pm.
FARM
The Sub-Secretariat of Licensing, Inspection and Urban Control, of the Municipal Finance Department, carries out planning actions in the city.
The Urban Control Coordination Office monitors street vendors on the beaches of the South and West Zones. So far, 22 street vendors have been inspected and three have been fined by the agents. In total, 108 items have been seized, including beach huts, tables, chairs, drinks sold in glass containers and coolers, among others.
Street vendors who fail to comply with the rules in force in the decrees may be fined, have their merchandise seized and, if they persist in their irregularities, may even lose their street trading license.
The Licensing and Inspection Coordination also covers the entire coastline of the South and West Zones, inspecting and providing guidance to those responsible for the kiosks, who, according to current legislation, will not be able, during New Year's Eve, to hold private parties, shows, or any event with an entrance fee along the coastline, whether on the sand or on the boardwalk.
It is worth remembering that establishments that fail to comply with current legislation may be fined, closed and have the process of revoking their establishment license initiated.
The Subsecretariat teams are still on the city streets.
Municipal guard
The Rio Municipal Guard issued 306 fines, most of them for illegal parking, during a special operation carried out on the coastline of the South and West Zones of Rio to mark New Year's Eve in the city. The teams began operating at 7 am on December 31 at various points along the coastline to monitor and prevent illegal parking.
Urban planning teams operate at 59 strategic points along the coast, especially in Copacabana, and also patrol internal streets in the neighborhood to prevent the presence of unauthorized street vendors in support of inspectors from the Municipal Finance Department (SMF).
The Municipal Guard works in support of the Municipal Institute of Health Surveillance (IVISA-Rio) and other municipal agencies in monitoring the restrictive measures established by the City of Rio. During the checks, the guards check for health violations (such as the lack of use of face masks) and also prevent the occurrence of crowds.
Health Surveillance Institute
This Thursday, the 31st, teams from the Municipal Institute of Health Surveillance will be on the coasts of Zona Sul, Barra and Recreio, in a joint action with SEOP and GM, with the aim, within the scope of the agency's attributions, to monitor compliance with Decree 48322/20, which prohibits events held at kiosks. So far, 7 kiosks have been inspected and one of them received a summons, which serves for the establishment to correct the irregularity found.
Teams on standby for the turn of the year
For New Year's Eve, IVISA's staff will have teams that will work strategically, in conjunction with other departments. They will be on the Copacabana and Barra da Tijuca beaches, inspecting the activities of kiosks, which are prohibited from holding private events with live music, and delimiting fenced-off areas. There will also be teams on standby throughout the day, responding to complaints received through the 1746 service channels, until midnight on the first day of 2021.
The Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection reinforces the importance of formalizing complaints through our service channels.
